Spell Hit problem

Hi, I was recently fighting Feng the Accursed in Mogu'shan Vaults normal, and I noticed some strange problems with missed spells.

As you can see from my character sheet, I'm currently at 13.4% spell hit. As the cap is 15%, I'd expect to miss 1.6% of the time. In fact, I was seeing my arcane blasts missing 6% of the time, my arcane missiles missing 7% of the time, and my nether tempests missing half of the time!

What mechanism could account for this? Sadly, I don't have a combat log to help, but I was fully buffed, ate +250 int food and drank flask of the warm sun, and the encounters lasted over 2 hours, so it's unlikely it was just a bad run of luck with the RNG.

Hi dacheng

While Feng the accursed is channeling spell_nature_earthquake.jpgEpicenter your chance to hit is reduced by 75%. You can see more information on it here.

There is not much you can do about this, you would need 60% hit to never miss on this fight, which is silly.

As was pointed out, it's due to the Epicenter mechanic. If your raid is putting up a Nullification Barrier anywhere, go stand in it. If not, hope the tanks are able to stun Feng. If not... you just need to deal with the hit chance reduction - just try to minimise the impact on your DPS by not using any cooldowns at the time or so.

      So, I have a question on Hit for Priests. (Which, is also affected by Spirit, of course)
      To my understanding, Shadowpriests have been able to get away with fudging on their Hit a bit. In fact, ElitistJerks has said that, the greater your haste, the less you have to worry about being Hit capped.
      My own Spriest's hit tends to be closer to 14% (instead of the 15% cap), allowing me to reforge into a bit more Crit after the Haste cap. I rarely miss anything, as far as I can tell. Except, when it is a fight mechanic, like with the second boss of MSV. (And, with that fight, I once put on a Spirit flask to see if it would let me overcome the Hit reduction in the first phase of that fight... it didn't make a difference)
      Recently, someone in another forum told me that I need to bring my Hit back up to 15%. His justification for this was the 5% buff to Shadowform damage in 5.2. Which, as far as I can tell, doesn't have anything to do with Hit mechanics. But, perhaps someone here can illuminate me on whether I'm doing it wrong?

      This site has been incredibly helpful in playing and gearing up my Frost Mage, but I've got one question.
      Why does the recommended Gem's section say this for red gems?

      Having issues reaching the hit cap?
      → Precise Primordial Ruby/Perfect Precise Pandarian Garnet, Precise Pandarian Garnet (cheaper), or Precise Serpent's Eye (JC) Otherwise
      → Brilliant Primordial Ruby/Perfect Brilliant Pandarian Garnet, Brilliant Pandarian Garnet (cheaper), or Brilliant Serpent's Eye (JC) The Precise Primordial Ruby offers +320 expertise. I don't understand why you wouldn't get a +Hit gem if you were struggling to reach the hit cap. Brilliant Primordial Ruby makes total sense, if you don't need +Hit, +int is the best way to go. Veiled Imperial Amethyst
      +80 Intellect and +160 Hit
      Veiled Imperial Amethyst seems like a much better choice.
      Without really thinking, I purchase the Precise Primordial Ruby on the AH. Does it affect Hit in some way other than +hit? Like my armory shows, I'm at about +11% hit.
