Arm: so frustrated

I'm afraid you're going to have to be more specific in what you're looking for in regards to help with setting up your action bar. Going off what you've posted I'd say re-arrange your abilities so you're not "jumping back and forth".

If you're going to go with 1 - 9, I'd try the following:

 

1. Charge

2. Colossus Smash

3. Mortal Strike

4. Rend

5. Execute

6. Tier 4 Talent (Stormbolt / Dragon Roar)

7. Tier 7 Talent (Bloodbath / Bladestorm)

8. Whirlwind (Rage Dump)

9. Pummel

 

This is, imo, not a very ideal setup. You have modifiers available to use (Control, Alt, and Shift keys) that would allow keybinds on additional action bars such as Shift+1, Shift+2, etc.

 

Another option to to actually move your movement keys but that's a bit more complicated than what we're discussing here.

 

Finally, you could always invest in a gamepad. Personally I use the Logitech G13 gamepad and, in conjunction with Bartender (an action bar addon), I have my bars setup the same exact way on all characters regardless of spec. For clarification, here is my Arms setup:

The block right in the center directly mirrors the layout of the G13 gamepad. (This is, in part, why I don't have the actual keybinds shown; it's muscle memory. I know my Rend is the top right key.)
