Frost DW DPS Advice (logs linked)

I recently returned to WoW after a short 3 month break.  When I left NecroBlight was the thing to be and I was rocking the meters.  Apparently, now DW Frost is the thing to be.  I respec'd DW Frost and entered my first raid last night in over 90 days. Here is my issue:

 

1. I can't break 40k dps. According to most sites I should be nearly at 50k.

 

2. I have a iLvl of 699 and I'm confident I'm doing character prep correctly.

 

3. HELP.
