Can't Find Proving Grounds Quest!!

Im a pretty new player to wow and i have recently bought wod an used a 1-90 on my shaman. My shaman is now level 93 and i want to do timewalking dungeons but i can't find the proving ground quest to be able to do the timewalking dungeons! I have done all of the missions in frostfire ridge to the point where the missions took me to gorgrond.

If you talk to the person near your garrisons mission table there's a person who an send you to the proving grounds. The quest for it is available at level 100. Also, since the time walking dungeons are meant for anyone above the contents' level, I'm pretty sure proving grounds shouldn't be a requirement.

Ok i think something is glitched with my character cause i had one of my friends queue us both up for a timewalking dungeon and it let us go in but for reason i cant queue up myself :(
