Coalesced Fel and dual wielding?

I've got 4 coalesced fels on a dual wielding character (WW monk) with 2 invasion weapons, and I'm not 100% sure how to spend them. I was a 2H WW/BM for all of WoD (and thus had to grind out the 2 weapons as BM only), so I have no idea what conventional wisdom on DW Ilvls is. 720/700, 715/705, or 710/710? My gut says 720/700 is the way to go, but I really don't know what the math looks like.

If you're level 100 and going into Legion content, it really doesn't matter. Once you get to your order hall (which happens pretty quickly), but before you go get your artifact weapons, a vendor at the order hall will sell you two ilvl 740 weapons for WW and a 740 polearm for BM. Then you will get your artifact and never change weapons.

Does that make sense? Or am I answering the wrong question?
