When that post was made, that was the correct method. But with a recent hotfix that came in that SIGNIFICANTLY reduced the amount on ignore pain, anything that increases that value is needed. Before ignore pains well over 1m were easy, meaning you could chain them together even through shitty rage gen. Now that isn't possible and you will have dead periods in between, your main priority is the highest ignore pain uptime you can get.

Isn't it the case, that the higher the ilvl is, the more states (specially strength) you will get? That means this increases IP too. But yes, the 2% more will you probably give a better IP.
