FPS LAG Plzzzz Help !!

Could you guys help me out with random game complete lock ups (frozen) also sometimes I have only 3fps (unplayable) and other times 15fps (playable) in 25m raids or raid finder. any idea how to fix this? my computer exceeds recommended specs and i have everything turned LOW or OFF please help !
