Hey I want to let you know that the chest and head tokens are purchasable with justice points. For Horde, it was from Magister Serien <Legacy Justice Quartermaster> in the Horde section of Dalaran. The hands and shoulders you still need to get from Freya and Thorim.

I think it's only valid for the Tier 8.5 sets. I've been to the Alliance vendor and he's only selling 
Crown of the Wayward Vanquisher and 
Breastplate of the Wayward Vanquisher, which you can only use to buy Tier 8.5 pieces
