Players had some gearing freedom earlier today before Blizzard quietly hotfixed the issue. Previous expansions enchants are normally unusable for max level characters because of an item level cap.
But some players noticed that the item level requirement of 320 was not changed following the pre-patch squish.
Earlier this evening, a hotfix went through, reducing the item level cap to 120.

Gear Without Enchants Could Access Them
The oversight unlocked enchants for gear slots that have previously been unusable for several expansions. Players could access neck enchants, last used in Legion, and shoulder enchants, last used in Mists of Pandaria (not counting the illusory ones).
However, this provided the smallest benefit for players looking to min-max their gear. Most enchants increased secondaries only by a single point.
The biggest power gain came from belt buckles, allowing players to socket their belts for some gold using
Living Steel Belt Buckle,
Ebonsteel Belt Buckle, or
Eternal Belt Buckle. This means players didn’t have to waist (get it?) six tokens on grabbing the
Technomancer’s Gift in order to socket belts.
Should Old Enchants be Relevant?
Item level squishing has made a lot of old content items completely useless. Reducing stats of enchants, gear, and potions to nothing. Players are required to use enchants and potions tuned for current content. Blizzard’s mistake gave some players the chance to fully deck themselves out in enchants.
