It seems players are having trouble with the 
Reshii Wraps Wrapped Up quest. Many players are reporting not being able to complete the quest, as the assignment of Cloak Power does not register. Further adding to the frustration is the fact that this quest unlocks the Artifact cloak on alts.
Blizzard are working on a fix and suggest logging in and out to try to fix the issue, although this only worked for some players and not others.

We’re currently investigating the issue that’s preventing “Wrapped Up” from being completed. In the meantime while we work on a fix, logging in and out of the game has helped some players resolve the issue.
We’ll be sure to provide an update when the issue has been resolved.
