Players were stuck lumberless with certain characters, and Blizzard have now fixed the bug.
A recent bug with players getting stuck without the ability to buy the 
Harvesting Hatchet has been resolved. The hatchet became account-wide, leaving alts unable to purchase it, but the actual ability to harvest and track lumber was not actually shared. Blizzard have made the hatchet purchasable again, so characters who need it can grab it once more.
Noting that this bug was fixed at 1:36 p.m. PST today. You can now again purchase a Harvesting Hatchet to learn the Find Lumber ability.
