Blizzard have addressed issues some players have been having with accessing the Public Test Realm for the Housing test that’s currently live. There’s also a fix for guild neighborhoods which makes them easier to create and access.

With regards to guild neighborhoods, we just pushed a change to the PTR that should make this easier for testing. With only two guild members online, the Guild Master should be able to create a guild neighborhood by speaking to the Steward NPC in Stormwind/Orgrimmar.
