Blizzard just clarified how Silvermoon City will actually work in the Midnight expansion, and it’s not as one-sided as we initially anticipated.
It turns out the Horde are not getting the entire city to themselves after all!
A Partial Lock, Not a Full One
In a follow-up Q&A, Lead Game Designer Maria Hamilton clarified that only about 1/3rd of Silvermoon will be locked to Horde players. The remaining 2/3rds will be open to both factions.

Alliance Players Aren’t Happy
Even after Sylvanas burned down Teldrassil, Horde players were still able to fully explore Bel’ameth, the new Night Elf city in Dragonflight, without any limits. Alliance expected to see a similar experience in Silvermoon.
