How Do You Get It?
To receive 
Crystallized Ethereal Voidsplinter, which grants 1 Ethereal Voidsplinter (Catalyst charge), you must complete one of the following achievements:
- Earn 1,600 Rated PvP rating.
- Defeat Dimensius on Heroic or Mythic difficulty.
- Obtain 2,000 Mythic+ rating.
Once you fulfill one of the listed requirements, you will receive the 
The War Within Season 3: Voidborne Victor achievement and +1 Catalyst charge that you can spend on top of the charges that you gain automatically.
Keep in mind you can only get 1 additional charge per season.
