The bank is back as Blizzard seem to have fixed whatever the issue was that caused them to disable it in the first place.
With a hotfix that has been rolling out over the last hour, we’ve restored access to the Warband Bank to all players in this region. The underlying issue has been resolved, and no changes were made to the Warband Bank or its contents.
