What It Means: Double Boss Kills Per Lockout for Legacy Loot
While Blizzard hasn’t officially clarified what this buff entails, we speculate based on the description that it will will allow players to defeat the same boss twice in a row.
If that’s the case, this should be great for transmog hunters, as they should get another shot at rare mounts like 
Invincible’s Reins or even cosmetics, e.g. 
The First Satyr’s Spaulders.
