In an interview with The Sun, Blizzard explained that kill XP in WoW Forever dungeons is being substantially reduced, while dungeon quest XP rewards are being significantly increased.
Less Kill XP, Bigger Dungeon Quest Rewards
The intended payoff behind this change, in Blizzard’s eyes, is clear: Repeated dungeon clearing should not be the optimal leveling route; instead, exploring new dungeons in WoW Forever should be rewarded accordingly. Here’s what Kris Zierhut, Principal Designer of WoW Forever, says about the change:

“Yes. Now, one place experience did change is we made a big change to our dungeons. In that the amount of XP you get from killing monsters in dungeons, we brought way down. But we made the amount of XP for completing dungeon quests much, much, much higher. So your first run through a dungeon is amazing. You get tons of XP. You get great rewards.”
A “Livelier” Azeroth – or Empty Dungeon Groups?
The community’s reaction to this sweeping change is mixed: A busier outdoor world is very much welcome, but players worry dungeon groups could be harder to fill. However, players should be happy to receive more incentives to visit WoW Forever’s nine new leveling dungeons instead of being forced into dungeon-spamming.
It remains to be seen, based on the actual number changes, whether dungeon-grinding might be a thing of the past in WoW Forever.
