Blizzard quietly added a catch-up mechanic for alts with the weekly reset, allowing players to buy 
Quel’Thalas Equipment Chest for 750 
Voidlight Marl. This chest is warbound and gives item level 246 (Champion 1/6) gear from Mythic+ dungeons, similar to chests from previous expansions such as the Ethereal Equipment Chest.
Players can get it from Agmera, located in Silvermoon next to the portal to the Timeways. (42.2 58.6)
There currently doesn’t seem to be any prerequisite to purchase this gear, which means you’ll be able to gear up any character instantly. This includes fresh level 90s who want to quickly get geared up.
This comes with perfect timing, as the crest cap has been removed with the weekly rest. Players will be able to infinitely farm crests to quickly upgrade it.
