How to Get a Massive Discount on the Housing Decor
To earn a discount on the Housing Decor, you must get really, really down on your luck. This is done by interacting with Soothsayer Sargle. He’s also located in the Murder Row dungeon, on the way to the first boss.

You can ask Sargle for a fortune reading while in the dungeon. However, all of Sargle’s fortunes are bad. This is generally not recommended while doing a serious dungeon run, as getting a fortune reading from him gives you
Bad Omens, increasing all damage taken for 30 minutes. You do get an item from Sargle every time you get a fortune from him, such as
Sargle’s Fortune #1.
There are 13 fortunes in total from Sargle, so you can run Murder Row to earn fortunes (can be done in any difficulty, including Follower Mode), or you can buy Fortunes from the Auction House. Once you have all 13 of Sargle’s Fortunes, Cravitz Lorent will take pity on your bad luck and sell the decor for a mere 999g!
