The best method is buying them on your main and stashing them. Then, create a new char, do the first Seasonal quest, and complete the rest of the talking part of the quest. Then, unlock the board. Do not open scrolls until the board is unlocked. Then, once you unlock it, open the scrolls and you will receive your 
Resplendent Spark!
Sparks are important for crafting Mythic Uniques, you will need 2 sparks to craft a single Mythic Unique.
