Blizzard will revert the level requirements for World Tier 3 & 4 implemented in Patch 1.1.
One of the undocumented changes that went live in Patch 1.1 includes the introduction of level requirements to unlock world tiers. Specifically, players now need to be level 40 to unlock World Tier 3 or Level 60 to unlock WT 4.
Global Community Lead Adam Fletcher has now responded and confirmed the level requirements will be removed.
