At long last, we know Xal’atath’s plans for our Worldsoul, thanks to datamining by reddit user rapanzel1213.

For countless eons, Xal’atath has been working on her plans to claim our worldsoul. And while we’ve known that for some time, her reasons have remained a bit of a mystery. For a start, her ambitions seem to have always been self-serving rather than in service of the Void. During the Black Empire, when the Old Gods bound her in the dagger that we would find her in thousands of years later, Y’Shaarj even reprimanded her for not being grateful enough for the Void’s power.
Y’Shaarj says: Xal’atath! You betrayed not only the strength of the Black Empire, but the very darkness that embraced you.
Y’Shaarj says: As punishment for your craven selfishness, you will suffer in confinement.
Y’Shaarj: Eternally sealed… You shall only watch this world as it gains untold power without you. You shall never lay claim to it.
Xal’atath wanted the Worldsoul for herself – not for the Void. And now, we know why.
Keep in mind that datamining can be misleading, and the following information is very clearly still in early draft stages – based on some of the language used. Things can also change before they’re added to the game.

The following is marked to be part of an in-game cutscene currently named “Epilogue”, taken from the 12.1 SceneScriptText DB2 file:
Lor’themar steps out to find that Liadrin is standing by Zul’jarra. But they are surrounded by city guards.
LOR’THEMAR: An Amani leader visits Silvermoon. This is unprecedented.
LIADRIN: An Amani leader who not only led the assault on Ula’tek, but also directed her forces to prevent any of Ula’tek’s serpent children from escaping, sparing Eversong entirely.
Desperate, Liadrin takes the dagger, casts it to the ground and destroys it.
LOR’THERMAR (surprised): Then…we owe you a debt of gratitude.
ZUL’JARRA: That is not needed. It was the Amani who first unleashed Ula’tek. We were responsible. Are there not parts of your people’s history that you regret, or would you like me to remind you of some?
Liadrin chokes a moment, eyes darting to Zul’jarra like, “dang girl, did you really say that?” The moment is rescued from its discomfort by the approach of ARATOR AND ORWEYNA.
ARATOR: LOR’THEMAR! Tell them… tell them what you saw.
ORWEYNA: They’ve reached her… there’s nothing left between her and the dark … she’s changing … not extinguishing … she’s fighting back … she’s holding on–but she can’t win.
ARATOR: Xal’atath has reached the Worldsoul. We have to move now. We have to find a way down there, blast open the coreway, ANYTHING.
LIADRIN: Or Xal’atath … will consume her?
ORWEYNA: No. Xal’atath will become her.
And so there you have it. Xal’atath is after our Worldsoul because, if she can claim Azeroth, she can become Azeroth. We do know Xal’atath wants power. Becoming the Prime Worldsoul would probably make her the most powerful being in the Universe.
So far, we’ve seen Xal’atath the child, Xal’atath the Void aberration, Xal’atath the dagger, and Xal’atath the possessed High Elf. And so, Xal’atath the Cosmological Power isn’t that far-fetched. But as much as I’m sure we’d all love to see the size of those feet, we should still probably try to stop her.
