The best way seems to be Infernal Hordes. Multiple players agree that Infernal Hordes, especially the gem fragment chests, are among the best gem farming methods right now. If you skip the 200-cost loot chest and go straight for the gem and masterwork material chest, you will get a huge payoff.
Another standout method is Escalating Nightmare Dungeons, which offer a high drop rate for almost everything except mythics and boss mats. They are fast, rewarding, and reliable. On top of that, they are the main activity for this season, so it is a win-win deal!
The advantage of Nightmare Dungeons are the gem-related affixes. They are not as fast as Infernal Hordes, but great for focused farming.
Here are a few other honorable mentions. Keep in mind that, while those do reward gem fragments, it is in less large quantity than the previous methods. However, if you need to change activity, or want to farm something else at the same time, they are a good alternative:
- Redeeming the Material Cache from the Tree of Whisper is also a good way, however, it relies on luck, as you will not necessarily get this Cache each time you hand in Whispers.
- Helltides. Enemies usually drop gem fragments when they die. If you farm XP or Gear you will get a certain amount of fragments at the same time through Helltides
