Profession 700 Skill Ability

In the profession guides, and also on WoWhead, it mentions that upon reaching 700 skill in your profession, your daily skill should turn into a 3 charge skill that produces 10 of the appropriate item. I recently hit 700 Blacksmithing and do not have this ability. Is this something that was removed? Is there something I am missing on how to obtain it?
