It's such a toss up, since the Amp is so big for Ele, as an almost baseline 9% contribution to your Lava Burst damage... but you lose all that int on the proc.  Why don't you see if the Flame Shock glyph will make it proc.

 

I'd go with Prismatic Prism and KTT, regardless if it procs or not, though.

Oh, heh.  PBoI/KTT is the best combo.  Double Amp isn't great.

why not? i look at my multistrike damage and % and it seems like the flat% off lavaburst would do more damage overall thats not including the haste or mastery

The Haste and Mastery is great, in the range of 3k stats.  You also have to remember that it isn't a flat 9% increase to Lava Burst, but instead an increase of 3.6%, because of the fact that our Crits already hit so hard, and it only increases a portion of the crit contribution.  (So crits go from 250% to 259% damage.  Adding 9% to 250% is a 3.6% gain.)  You then have to completely ignore the Int bonus.

 

The multistrike, on the otherhand, is up to 6% of your DPS, along with the Int proc, which we have a higher proportional uptime on than other classes, because we have so many unique spell casts that can proc it.  (Each Cast/Mastery/EoE can make it happen, so up to 3 times per cast.)  I've seen it go on as long as 4 procs in a row, back to back.  My average uptime on it is 25%, so it's contribution is 3852 Int. (from a H 4/4, not WF)

 

So you trade 3k stats and 9% crit damage for nearly 4k Int and 6% flat DPS.  Since Int has a weight of 5.2 (for a total of ~20030 weighted), and 3k stats have a weight of, at max, 3 (for ~9000 weighted), so the KTT clearly wins.  That's before the bonuses too, (KTT = 5% of 400k DPS is 20k.  PPoP = 3.6% of ~300k is ~10.8k).

 

TL;DR, the KTT is significantly better.  PoPP could possibly be competitive if you can use the spirit bonus.
