General Comments
Houndmaster Shaw is a powerful Hunter Legendary minion that allows minions in hand to be used as powerful removal tools. It has excellent synergy with Deathrattle minions such as Savannah Highmane that can be used to to immediately trade and then use minions from the Deathrattle effect to trade again.
Constructed Play
In Constructed, Houndmaster Shaw is an excellent card for most Hunter decks. The powerful passive effect can help any Hunter deck control the board and as a 4 Mana 3/6 minion it is still a solid card when played on curve.
Arena
In Arena, Houndmaster Shaw is an excellent card. It provides excellent stats for a 4-Cost minion and also greatly helps in controlling the board, which is essential in Arena.
