Guardian Legendary Cloak

Perhaps i'm missing something here, but the legendary tanking cloak for Guardian spec looks a bit... weak. I'm already at the expertise cap for Guardian and I don't think Guardians have much use for mastery. Anyhow, looking at Fen-Yu, Fury of Xuen, it has all the stats I'm looking for, save for mastery which I could probably just reforge into another stat. Flurry of Xuen also grants us yet another AoE, v. Qian-Le, which gives us a "Cheat Death"-esque ability... which probably is useless because healers exist, and it's not like 1 extra second before I die will make a whole lot of difference when we wipe. I may be missing something incredibly obvious that I'm not seeing, but it seems like Fen-Yu is a better item for Guardian than Qian-Le is. So, my question is: should I get Fen-Yu, Fury of Xuen, or should I get Qian-Le?

Get both.

 

The tank proc is far from useless, Cheat Death mechanics give huge leeway to healers and tanks on progression fights and a fair amount of mechanics can be cheesed, like Ironstars on Garrosh.

like said above, get both.

it costs 7k to buy a new cape, and another ~87 g to buy the essence.  the essence will BOTH turn the cape into legendary and upgrade it the 2x vp 4 ilvl

 

I had the same question for my prot pally (stats much nicer on the dps vs tank one) and ended up getting both, and i switch based on the fight (although yes, there is lots of room to say that the dps one is just as good/better than the tank one for 90% of the time.  but as pointed out, there are times that you WILL want the tanking one.)

If you've already got a DPS epic cloak, you'll get the DPS legendary when you turn it in. You can buy the tanking one separately and upgrade it as well (the item to upgrade is cheap, just not the cloak). If you have yet to choose your 600 epic, get the tanking one. The tank proc is more useful than you think, and the DPS cloak proc is detuned for tanks so you don't get the same RPPM as a melee class.

I agree with the others, if you can afford it get both.

The cloak may have its proc reduced, but it can still do some significant damage.  I have had the cloak proc do over 25k dps on Galakras.  If you can get two helms, I'd recommend having one with the DPS meta as well that you can use on fights where you have little danger of dying.
