Best in Slot for Restoration Druids
We do not believe a strict Best in Slot list is possible due to how stat weights work for Restoration Druids. Secondary stats are extremely close to each other (excluding Crit, which is very bad in raids), with Intellect increasing the most per each item level. The optimal gearing strategy, in this case, would be to equip the highest item-level pieces whenever possible, excluding trinkets and tier, preferring items with Haste.
Item level vs Tertiary Stats and Sockets
One important consideration to keep in mind are stats like Leech, Avoidance, and socketed items. You should prioritize items not on this list if they have any of these effects. Leech and Avoidance are worth 6-7 item levels, and Sockets are worth around 4-5 item levels.

Crafted gear in The War Within
Crafting is an essential way of getting high-item-level gear. You can get one naturally every two weeks unless you pick half of the spark from your weekly vault.
Since there are only a few crafts you can make at these item levels, it is important to choose the slots wisely. We do not recommend crafting anything in the potential tier slots (Head, Shoulders, Chest, Gloves, Legs). Another factor to remember is Embellished items. You can only wear two items with these effects, similar to legendaries in previous expansions. These effects will not do nearly as much, but they still can add some healing or damage.
Embellished Gear
Crafting choices are a bit complicated. Darkmoon Sigil: Ascension is a bit
better than others, but it can only go on weapons. Since this is a Nerubian
Embellishment, you can use
Writhing Armor Banding on another armor slot (for
example, bracers or belt, but not rings or necks) and gain the most power. If
you are not using a weapon craft, then you will probably want to go for
Waders of the Unifying Flame,
Binding of Binding, or
Duskthread Lining.
Crafting Recommendations
First of all, make sure you do not craft anything until after you do the raid
or clear at least a few Mythic dungeons.
Especially if you are able to clear higher levels of Mythic+ and acquire
Gilded crests. In that case, we recommend using the first
craft on Vagabond's Bounding Baton with
Darkmoon Sigil: Ascension.
If you have a lot of free sparks and crests, you can go for your BiS slots as outlined in the lists above. Otherwise, you will always want to prioritise a weapon and high value slots (like legs).
Puzzling Cartel Chips
Puzzling Cartel Chips will be awarded to players in Patch 11.2.5, allowing everyone
to purchase three specific items from the Raid or from Mythic+. Purchasing an item
requires you to have defeated the boss on the respective difficulty. As an example, to
purchase a Mythic ilvl
Nexus-King's Command, you need to have defeated Mythic
Nexus King Salhadaar. Trinkets from dungeons will require you to have completed
every keystone in time at level 12 or above.
Raid Cartel Chip Items
For raiding there are four very strong items, assuming you can get them at Mythic item level. Keep in mind that you can buy at most 3 of these with Cartel Chips, so you will need to get at least one of these from the raid itself:
Voidglass Kris
Diamantine Voidcore
Interloper's Reinforced Sandals
Nexus-King's Command
You can take them in no particular order. If you already have Mythic Voidglass Spire,
for example, you should purchase
Diamantine Voidcore first. However, if you have both
Mythic
Voidglass Spire /
Voidglass Kris and Heroic
Diamantine Voidcore, then Mythic
Nexus-King's Command will be a bigger upgrade. In the end you will want to have all 4 items on this list,
but in the moment you should prioritize having the trinket and weapon set bonus. While Voidglass Kris
is overall better in raid, Voidglass Spire at Myth track will be better than Kris at Hero track,
so make sure you keep item levels in mind, when you make your purchases.
As for Interloper's Reinforced Sandals, even at Hero track they are by far the best boots
available in the game. If you can only buy 3 items out of these 4 and cannot get the fourth in the raid,
then you should skip buying
Nexus-King's Command and use it at Hero track. The other option
would be to use
Voidglass Spire, if you can get it in the raid, and then buy the other 3 items.
Mythic+ Cartel Chip Items
For Mythic+ the recommendations will be a bit different:
Loom'ithar's Living Silk
Interloper's Reinforced Sandals
Nexus-King's Command
As you can see, there are only 2 explicit trinket and weapon recommendations here. You will
not be using the raid set in Mythic+, so that frees up your choices. Make sure you get
Interloper's Reinforced Sandals. Even at Hero track they will beat all other boots.
Durable Information Securing Container (D.I.S.C.)
This belt is generally not recommended to use, if you have a Hero track
belt. Either a craft or a catalyzed belt will be better than Durable Information Securing Container.
Patch 11.1.7 adds a unique belt reward from the Overcharged Delves
feature: the Durable Information Securing Container. After completing a short questline and the required Delves,
you will earn a Leather version of this belt, which comes with a Socket and lets you
choose a unique effect.

This belt starts at Item level 691 and you will be able to upgrade it by 3-4
every week to a maximum of 701. There are multiple effects, but you will only
ever consider stat proc ones. The best one is Spark Burst. It gives
the highest amount of stats on average and has an additional bonus of being our
best stat.
Weapons
No special weapons will make you drop item levels. Equip whatever combination of Two-Handed or One-Handed plus Off-Hand that gives you more Intellect.
That said, you will want to equip Voidglass Kris or
Voidglass Spire
over other weapons if you have access to
Diamantine Voidcore trinket.
Trinkets
For direct trinket comparison, use QELive made by Voulk. We will list a few special trinkets here with comments on their power level.
The following list ranks trinkets for raid purposes. Trinkets in the same tier are listed in the order of their power.

In general there are quite a few trinkets on the similar power level. Any of the trinkets in A tier will be roughly equal to each other, while trinkets in S tier will be only slightly ahead. Which means that any of Myth track A-tier trinkets will beat S-tier Hero trakc tirnket. F-tier trinkets are there because they are only better than an empty trinket slot.
