Blizzard are giving us a preview of some of the hotfixes coming for classes, PvP and item reward this reset, along with dev notes to explain them:

Classes

Priest

  • Shadow: Voidform’s Insanity drain now begins at 8 Insanity per second (down from 9), but will increase at a 10% faster rate
  • Developers’ Notes: We want to reduce the maximum amount of time that Surrender to Madness can be maintained, without significantly impacting Shadow otherwise. Our intent in this hotfix is that it’s still effective to use Surrender similarly to how it is currently used, but that its maximum potential in ideal situations is slightly less extreme.


Items

  • All Legion Legendary items have had their item level increased by 15. This change will be applied retroactively.
  • All items from the Trial of Valor have had their base item level increased by 5. This change will be applied retroactively.


PvP
(Note: The changes listed in this section only apply in PvP situations)

Death Knight

  • Frost: Strength reduced by 10%
  • Blood: Blood Boil no longer has its damage reduced in PvP (was previously reduced by 70%)
  • Developers’ Notes: Frost Death Knight damage continues to be higher than we’d like following the changes in Patch 7.1. For Blood, we no longer feel the damage reduction on Blood Boil is necessary. We plan to make a broader set of changes for them (and other tanks) in Patch 7.1.5.


Druid

  • Feral: Rake damage reduced by 20% in PvP
  • Developers’ Notes: We like that Feral Druids can apply a lot of spread pressure through their bleeds, but Rake’s damage feels out of line.


Mage

  • Fire: Intellect increased by 10%
  • Developers’ Notes: Fire Mages have simply fallen behind in terms of damage output, and we felt they needed an increase.


Paladin

  • Holy: Mana regeneration rate has been reduced by 23% while in a PvP instance
  • Holy: Avenging Crusader (Honor Talent) now costs 110,000 mana (previously had no mana cost)
  • Developers’ Notes: Holy Paladins are too mana efficient in current PvP gameplay. We’re reducing their overall regeneration, as well as adding a mana cost to Avenging Crusader, since it was essentially mana-free healing.


Rogue

  • Feint now reduces damage taken from player-cast area-of-effect spells by 30% (down from 50%)
  • Stamina for all Rogue specializations has been increased by 5%
  • Developers’ Notes: Feint’s AoE damage reduction is intended to protect Rogues during dungeon and raid encounters, but many class abilities that feel like single target spells in PvP are treated as AoE effects (e.g. Lunar Strike, Ice Nova). This makes Rogues unintentionally resistant to those abilities. We’re reducing Feint’s AoE damage reduction in PvP, but increasing Stamina to compensate.


Shaman

  • Elemental: Stormkeeper now increases damage of Lightning Bolt, Chain Lightning, and Lava Beam by 100% against players (down from 200%)
  • Elemental: Intellect increased by 5%
  • Developers' Notes: Stormkeeper is at the center of a combination of cooldowns and procs that can cause extraordinarily high damage in a very short time. We're reducing its impact but increasing Elemental's damage overall to compensate.


Warlock

  • Affliction: The damage caused by dispelling Unstable Affliction has been increased by 100%
  • Destruction: Chaos Bolt damage bonus against players increased to 35% (was previously increased by 20%)
  • Developers’ Notes: Patch 7.1 changed the design of Unstable Affliction, and our initial tuning on the dispel damage was simply too low. For Destruction, we want spending Soul Shards on Chaos Bolt to feel rewarding when weighed against the alternatives.

No chances to ToV? I’ve hoped they balance the difficulties a little bit. Well guess than we’ll continue doing mythic EN

They've already stated they like where the difficulty is for ToV. Instead of messing with difficulty, they are boosting all gear drops by 5 ilvls.

Well, Blizzard heard a lot of feedback stating that EN was too easy, so it's a nice change of pace imo.

I was going to make snide remarks about the frost nerf or otherwise mimic the the uproar typically associated but then I noted it was  pvp change and was like yeah okay, thats understandable.

      As promised, Alveona, Exorsus' guild master, has posted his opinions on the Tomb of Sargeras Mythic race on reddit. He goes really in-depth not only on the hot topic of Kil'jaeden, but the rest of the raid as well - from the difficulty curve, to what he thinks went wrong with the instance, hardcore raiding mythbusting and more.
      As you can imagine he's not too thrilled with the whole thing, but the post is well explained and we can get a feeling of what their frustrations on the boss(es) were much better. It's definitely worth a read if you're interested in the perspective of top-end raiders and in what tuning of a new raid looks like in the extremely early days of a new (Mythic) tier. Here are some highlights from the post:

      Patch 7.3 adds two new factions to the game. The first one's called Argussian Reach and you can add up to 7 mounts to your collection. Most of the reputation is gained from World Quests.
      Toraan the Revered is the faction's quartermaster and sells a tabard at Exalted.

      The new faction offers 7 talbuk mounts. All of them are unlocked at Exalted.
      Maddened Chaosrunner is the only mount that has a somewhat "unique appearance" and it's an Argus drop. The other talbuks are just recolors.

      More attempted fixing of issues with "jump" abilities today, Destro Locks' Immolate, ToV items for Fury and Enh hidden artifact skins, as well as some Priest PvP get fixes as well.

      Classes
      (Hhotfix in testing) Fixed a bug with Heroic Leap, Havoc's Metamorphosis, and Infernal Strike where they would sometimes fail to cast but still trigger their cooldown if the player became Rooted at the same time as the spell was cast. Warlock Destruction Immolate’s Soul Shard generation should now function as intended and match the tooltip. Dungeons and Raids
      Trial of Valor Helya, Odyn Corrected an issue that prevented the items for the hidden Fury or Enhancement artifact appearances from dropping when Personal Loot was selected. Player versus Player

      7.3 isn't just bringing in new stuff from Argus, we're also getting some future past items! Raiding with Leashes is back with its' fifth iteration and it's Deathwing and his minions' turn to give us gifts of pets! This latest addition will take us through all Cataclysm raids and if you gather all 15 pets there you get the achievement and another pet!

      Today we're looking at Mage Tier 21 armor sets and bonuses.
      Tier 21 Sets will drop in Antorus, the Burning Throne raid that will not open immediately when Patch 7.3 goes live. Please note that this is a work-in-progress preview and the appearance and set bonuses are subject to change at any given time throughout 7.3 testing.
      Set Bonuses
      Item - Mage T21 Arcane 2P Bonus - Spending Arcane Charge Buffs Damage - Each Arcane Charge you spend increases your damage dealt by 2% for 8 sec. Item - Mage T21 Arcane 4P Bonus - Generating Arcane Charge Grants Haste - When you generate an Arcane Charge, you have a 4% chance to increase your haste by 20% for 6 sec. Item - Mage T21 Fire 2P Bonus - Combustion Duration - Increases the duration of Combustion by 2.0 sec. Item - Mage T21 Fire 4P Bonus - Combustion Increases Crit Damage - Combustion also increases your critical strike damage by 50% for 14 sec. Item - Mage T21 Frost 2P Bonus - Flurry Damage - Each successive ice bolt of a cast of Flurry deals 25% more damage. Item - Mage T21 Frost 4P Bonus - Brain Freeze Buffs Frostbolt - When you consume Brain Freeze, the damage of your next Frostbolt is increased by 75%. Normal Tint
