Substantial Legendary Changes Coming to PTR

It seems there will be some major changes coming to legendaries in the next PTR build, including nerfs to the more powerful and "always useful ones" as well as buffs to situational ones:

As we mentioned this during the live Q&A last week, we feel the biggest shortcoming of the current Legendary system is that, for some specs, there are some items that are clearly better than others in nearly all situations. As a result, players who have received a different Legendary item feel unlucky, as they didn’t receive the “best” one.

So, we’re making some fairly substantial changes to Legendary items intended to bring them more in line with each other. Items that give a raw throughput increase (without significant situational restrictions or drawbacks) are having their overall power reduced, and we’re taking another pass at several of the more niche items to make sure that, when they’re usable, they feel powerful.

Essentially, we feel that if a Legendary is only usable in certain situations, it should feel extremely valuable in those situations. Conversely, if a Legendary is nearly always going to increase your overall performance, that increase should be relatively smaller. Up until this point, we’ve made the mistake of allowing several items to be both extremely impactful AND always useful, which has made other Legendaries feel “bad” by comparison. It’s also caused some specs to feel as though they need a particular Legendary in order to compete. Those are the issues we’d like to solve.

We’re actively working on these changes right now and expect to have them ready for the next PTR build. We’ll be doing additional class tuning where necessary as a followup, once these changes are in place.

Instead we are faced with the daunting possibility that we may simply never get a useful legendary. That is not fun, its repeatedly disappointing.
We agree. The problem is that some Legendaries don't feel useful. That's the issue we're looking to solve here.
 
I really hope you guys learn from the system and the next iteration of legendaries is purely defensive/utility and no outright dps legendary affixes. They would be much more fair/balanced if they were that way.
There's definitely a lot we've learned here. Ion even said pretty much exactly this in the last Q&A - if we did it all over again, we'd probably only make "Utility" Legendaries.
 
With some, as The Instructor's Fourth LessonThe Instructor's Fourth Lesson for Unholy DKs, it is MANDATORY. This legendary is -required- for us to perform even remotely on par with other DPS classes.
Right. As I said, that's another problem we're trying to fix. If a spec is only competitive with a specific Legendary, then we need to bring up their numbers. To do that, we need to also nerf that Legendary.
 
Just use a legendary token system. Problem solved.
Disagree. "Just let me pick the best Legendary" doesn't solve this particular problem; there shouldn't be one or two Legendaries that are far and away the best one in all situations. With the way these items are in 7.1, if we add such a system, everyone will just pick the best 2 for their spec and the rest will still suck. We'd rather that none of them sucked.

And just to be clear: something like what you (and others) are describing here is not off the table. Ion even mentioned at BlizzCon that we may end up doing something along those lines in a later patch. It just doesn't solve this problem.
 
Another problem not mentioned here is being spec-locked because of legendaries. I have X on my spec, so can't freely switch without feeling behind. AP already contributes to this problem but at least can be caught up -- legendaries, with soft caps and what not, just make it impossible to switch.
 
Yeah, we definitely share your concern here. We don't have a solution yet (and aren't likely to for 7.1.5), but it's something we're talking about.

Just remove sephuz and prydaz then the problem is solved. You can only get usefull or less usefull but not fkin useless legendaries without main stat. This should have been since the beginning.

Wrong for so many speccs. Take affliction for example.

8 Legendaries. Sephuz/Prydaz are pure shit. 4 other Affli Legendaries are shit. There is only 2/8 Legendaries for affliction that will be used to improve the gear.

 

If its not off the table, why they not just do it now. Everybody who has a shitty legendary (has shitty legendarIES) wants it. Everybody who has the BiS doesnt care.

Amazes me how much people love to complain about being handed top-tier items that you have to do literally no work to obtain.  Bunch of entitled milennial brats.

The sad part is many of the legendaries are NOT top tier - and once you have one it supposedly affects your "bad luck protection," and consequently, your ability to obtain an ACTUAL top-tier piece of gear. 

I'm a good example.  I have two legendaries, more than some for sure, but they're both defensive (at best,) and in cases of raiding, my Justice Gaze is a pure stat stick, unless some random adds happen to come out that I can get to before ranged drop below 75%.  Mythic + perhaps, much better, but raiding its a stat stick for virtually all intents and purposes. Perhaps adds on Dragons of Nightmare?  Bloods on Ilgynoth?  Not much else.

ETA: on top of that - mastery is literally my worst stat.  Barring Avoidance or Leech or Speed, Mastery is bottom of the barrel and this legendary is riddled with it. 

It's only 'top tier' in the way that it has the Strength and Survivability of Stamina.

I can imagine complaining would be fairly OK if, for example, you're required to re-level another of the same class since you have a better chance of getting one of the "good" legendaries.

      Learn more about the Matrix Catalyst in the War Within that lets you transform non-set items into tier set pieces!
      You'll find the Matrix Catalyst in Dornogal, the capital city for both factions.

      Nearby, you'll see Custodian Khubon, the Catalyst Steward for the expansion.
      You can ask him about the Catalyst, though he's somewhat misguided. He believes the famed titan keepers crafted it, but we've had this for three expansions now, so we know the real story.


      To convert a non-set item into a set piece, you must insert an eligible Veteran track or higher Season 1 item, following a structure similar to the previous expansion.

      As for catalyst charges,  I think you will get your first charge when Season 1 starts on September 10 and every other week you will receive an additional charge.

      Larovus has hit the jackpot for the year! Both the rare Tusks of Mannoroth and the Kor'kron Juggernaut mount dropped from a single Mythic Garrosh kill.
      Fortunately, you can now kill Garrosh on a daily basis, but it still requires a lot of luck to loot both items simultaneously, as they have a drop rate of about 1%.

      Here's a close-up of the loot window. As you can see, Larovus has looted the Tusks of Mannoroth and the Kor'kron Juggernaut mount in one kill.

      The War Within Season 1 adds new kiss/curse affixes and here is a spreadsheet with class specializations that will benefit from the kiss portion of each affix.
      New Kiss/Curse Affixes in War Within Season 1
      Blizzard recently unveiled the following kiss/curse affixes making its way to Mythic+ in Season 1.
      Attuned - Non-boss enemies with mana inflict 20% more magic damage, but take 10% increased Nature damage and 30% increased damage from Bleed effects. Focused - Non-boss enemies with mana have 30% increased Haste, but take 10% increased Frost and Fire damage. Reckless - Non-boss enemies without mana ignore 20% armor with their attacks, but their armor is reduced by 30% and they take 10% increased Arcane damage. Thorned - Non-boss enemies without mana inflict Physical damage to their attackers when attacked, but take 10% increased Holy and Shadow damage. Which Classes/Specializations Benefit from the Kiss Portion the Most?
      If you read the affix tooltips, it is obvious that some classes will benefit more from their effect. For instance, during Reckless weeks, you want to bring an Arcane Mage, or a Balance Druid, and so forth.

      Usually, the toy's available for 250,000 gold from the Mad Merchant who doesn't spawn often. However, during Pride Month, you can purchase Prismatic Bauble directly from Jepetto Joybuzz in Legion Dalaran, avoiding the long wait.

      MrGM managed to level from 10 to 70 in just 10 hours and 2 minutes of /played time by following the Dragon Isles Campaign and completing side quests. The leveling pace felt balanced overall but accelerated significantly from levels 50 to 70. By the end, MrGM’s character had Item Level of 322 gear and nearly 8,000 Gold.
      MrGM turned on War Mode for an extra 10% XP and another 5% came from the Warband achievement (Five Warband Mentors: The War Within). For each Level 80 char, your alts will receive 5% extra XP, up to 25%.
