2 things:

1) As far as we could tell, there was no reason to have a tank on Belac. He just casts spells and never melee'd that we could detect. I helped interrupt when I was free and waiting my turn to tank the other or go down, but that was the extent of it.

2) 3 tanks makes this fight much easier, and there's not really (at least in heroic) much of a damage requirement. Simply rotating tanks so there's always one "upstairs", another waiting to taunt off him, and a third always "downstairs" allowed people to "go downstairs" to clear stacks at will without worrying about timing it for a tank to go first and exit last. We used 6 healers for a group of 25 and simply attached 2 to each tank to follow up or downstairs.

I think this is mainly just to focus damage in one place, basically.

      This week's second 9.1.5 build is a Release Candidate, and with it, Blizzard banned another type of "borrowed power" spells from the Timewalking Mage Tower.
      In Build #40738, Blizzard restricted the use of Soulbind Powers in the Timewalking Mage Tower. For clarity, we're posting a list of all banned spells and gear below:
      Runecarving (Legendary) Powers; Shards of Domination procs; Covenant Signature and Class Abilities; Soulbind Powers and Conduit procs; Other item procs from previous expansions, like Spellbound Runic Band of Unrelenting Slaughter [10-15% Primary stat increase] from Warlords, and Wrathion's sockets from MoP (Capacitive Primal Diamond, Courageous Primal Diamond, Indomitable Primal Diamond, Sinister Primal Diamond). Legion Legendaries obviously won’t work because they were disabled in BfA.  The Heart of Azeroth and Azerite Powers won’t work.

      With the many new cosmetic options coming to Allied Races in 9.1.5, Luoren felt inspired to add even more for Void Elves, creating some very impressive fan-made looks for both male and female characters! Today we have some new male hairstyles as well as beard options, with added void tentacle.

      And then there's the female options from a while ago, which also come with a version without the tentacle.

Each hit reduces the target's movement speed by 70% for 1 sec. While Brain Freeze is active, Flurry applies Winter's Chill, causing your target to take damage from your spells as if it were frozen. Mastery: Icicles - Casting Frostbolt or Flurry grants you an Icicle. Casting Ice Lance causes all Icicles stored to begin launching at the target, each dealing [ 0.1% of Spell Power ] Frost damage. Up to 5 Icicles can be stored. Any excess Icicles gained will be automatically launched. Increases the damage of Frozen Orb by 15.2%. Icicle: Spell Power Modifier changed from 0.019 to 0.02128. Frostbolt - Launches a bolt of frost at the enemy, causing [ 51.1% 55.188% of Spell Power ] Frost damage and slowing movement speed by 50% for 8 sec.
