We do get the talent "Balance of Power" giving us 4% spell hit chance. For Alliance players, grouping with a draenei (a safe bet) gives another 1% hit, so in total, you need 11%(A) or 12%(H) spell hit baseline, and only 8%(A) or 9%(H) if you are grouped with an elemental shaman running Totem of Wrath.
