brand new to DK and 2h Frost DPS rotation help

hello fellow Death Knights! I picked up the class for Legion Remix, and I really love the thematic of it (the RP fantasy is going wild in my head Worgen Death Knight)

Spec: 2H Frost
World of Logs:

I am level 31 no need for any links, my questions are simple, and I want tot say that I would really love to master this class as it is brand new for me even though I play since BC I never ever played DK, the biggest experience I have is with Destruction Warlock.

Now I already have read icy veins guides of course, videos not so much (yet).

Now, for Legion Remix Frost DK icy veins DPS rotation/priority says something like this:

1.Pillar of Frost when you open on a pack.
2.Frostwyrm's Fury should be paired with Pillar of Frost Icon Pillar of Frost and used on big packs, elites, or boss mobs.
3.Howling Blast to consume procs of Rime Icon Rime.
4.Empower Rune Weapon to generate Runic Power and procs of Killing Machine Icon Killing Machine.
5.Obliterate is your main Single Target Rune spender and a big damage ability once you start generating Killing Machine procs at level 17.
6.Frostscythe over Obliterate Icon Obliterate when fighting 3+ enemies.
7.Raise Dead should be used off cooldown or for bosses/elite mobs.
8.Glacial Advance to consume your Runic Power whenever there are 3+ targets.
9.Frost Strike to consume your Runic Power.
10.Death Strike to heal yourself.
11.Remorseless Winter whenever there are 3+ targets or the target will last the duration.

so I tried to put my increased DPS big CDs on the upper right, like Frozen Dominion, Pillar of Frost and Raise Dead.
then kind of what I see as defensives S4 S1 and S2 : Death Pact, Icebound Fortitude and Anti-Magic Shell.
Mind-Freeze I think is the interrupt.

Now for the bottom row 1-5 we have:

1.Frost Strike
2.Obliterate
3.Howling Blast
4.Empower Rune Weapon
5.Glacial Advance.

Now for the actual questions!

So I open with Pillar of Frost, I do Howling Blast to consume procs of Rime, do I cast Howling Blast and Obliterate only on procs?
For example only casting Howling Blast on Rime when I see it proc on the GUI, and Obliterate only when I see Killing Machine proc to the side of my character?
Empower rune weapon this I need to keep at 1 charge or how do I use it? Is it like a Conflagrate on Destruction Warlock to always be up?

ok, that was one series of questions and now what interests me and where I am even more confused at Frost Strike and Glacial Advance.

when do these even come into play? is it like I said, and outside of Rime and Killing Machine I use only these two? and save Obliterates and Howling Blast for procs? or what and how should I include these into the rotation, are they fillers to say so? when are they recommended over Obliterate and Howling Blast?

P.S the guidance will be amazingly appreciated...
