3. Level 1 Talents

Conjurer's Pursuit Pro Toss Timeless Creature Gale Force

3.1. Descriptions

Conjurer's Pursuit Icon Conjurer's Pursuit permanently increases your Mana Regeneration by 0.1 per second for every Regeneration Globe you collect, up to 2.5. After gathering 25 Regeneration Globes, your maximum Mana is also increased by 100. Purple Regeneration Globes dropped from neutral Boss monsters count as well.

Pro Toss Icon Pro Toss increases the range of Healing Brew Icon Healing Brew by 30%.

Timeless Creature Icon Timeless Creature increases the duration of Cloud Serpent Icon Cloud Serpent by 50%.

Gale Force Icon Gale Force increases the damage of Blinding Wind Icon Blinding Wind by 50%.

3.2. Recommended

Conjurer's Pursuit Icon Conjurer's Pursuit allows you to cast your abilities more frequently by increasing the amount of Mana that you have. Once you are Level 20 and have Kung Fu Hustle Icon Kung Fu Hustle, having the additional Mana regeneration that Conjurer's Pursuit provides is essential to taking full advantage of Kung Fu Hustle.

Timeless Creature Icon Timeless Creature can be strong because Cloud Serpent Icon Cloud Serpent becomes Li Li's primary ability with Serpent Build. Timeless Creature can replace Conjurer's Pursuit Icon Conjurer's Pursuit as a Mana sustain talent by increasing the Mana efficiency of Cloud Serpent. With this talent Li Li can briefly have two Serpents out simultaneously. In the late game, Timeless Creature Icon Timeless Creature has great synergy with Serpent Sidekick Icon Serpent Sidekick and Kung Fu Hustle Icon Kung Fu Hustle, allowing Li Li to have up to 4 Serpents out at once.

3.3. Not Recommended

Pro Toss Icon Pro Toss can allow you to stay further away from team fights, which can be important if the other team has several melee Assassins or tanks. However, you still need to be within range to use your other abilities, as well as Basic Attacks. The increased range on Healing Brew Icon Healing Brew can also be a downside, since it is harder to isolate Heroes that you want to heal (due to the targeting mechanic of Healing Brew) with an increased range.

Gale Force Icon Gale Force will provide a significant damage increase to Blinding Wind Icon Blinding Wind, especially with Mass Vortex Icon Mass Vortex and Surging Winds Icon Surging Winds at Levels 4 and 13 respectively. Unfortunately, Li Li desperately requires the Mana regeneration provided by Conjurer's Pursuit Icon Conjurer's Pursuit, or risk having insufficient Mana throughout the game.

4. Level 4 Talents

Healing Ward Mending Serpent Mass Vortex Lingering Blind

4.1. Descriptions

Healing Ward Icon Healing Ward is an activatable talent that summons a Healing Ward with 50 Health at the targeted location for 10 seconds. The Healing Ward heals nearby allied Heroes for 2% of their maximum Health every second. Healing Ward has a 60-second cooldown.

Mending Serpent Icon Mending Serpent causes Cloud Serpent Icon Cloud Serpent to heal the wearer every time it attacks. It does not heal off of the bounces from Lightning Serpent Icon Lightning Serpent.

Mass Vortex Icon Mass Vortex increases the number of targets hit by Blinding Wind Icon Blinding Wind from 2 to 4.

Lingering Blind Icon Lingering Blind increases Blinding Wind Icon Blinding Wind's duration from 2 seconds to 3 seconds.

4.2. Recommended

Mass Vortex Icon Mass Vortex doubles the targets that Blinding Wind Icon Blinding Wind hits. There are two main reasons why this is important. Firstly, you can Blind two additional enemy Heroes in team fights, damaging them and reducing their damage by preventing their next two Basic Attacks. Secondly, it allows you to instantly aquire four stacks of Surging Winds Icon Surging Winds once you hit Level 13, dramatically increasing your healing and damage outputs. Mass Vortex also minorly increases your waveclear.

Mending Serpent Icon Mending Serpent allows you to manually select a target to receive healing, something Li Li is otherwise not capable of. Mending Serpent is the foundation of the Serpent Build, allowing friendly Heroes to win more trades through increased damage and healing while accompanied by a Serpent.

4.3. Not Recommended

Healing Ward Icon Healing Ward helps to supplement Li Li's healing by providing you with AoE healing, something that Li Li mostly lacks. The problem with Healing Ward is that it can be destroyed very easily by enemy AoE damage and Basic Attacks. It can be placed behind your team (and out of range of enemies) but then it will also be difficult for your allies to reach it. You should consider Healing Ward if you did not take Conjurer's Pursuit Icon Conjurer's Pursuit or Timeless Creature Icon Timeless Creature, as it does not cost mana.

Lingering Blind Icon Lingering Blind will cause enemies to be Blinded 50% longer, whereas Mass Vortex Icon Mass Vortex will increase the number of enemies afflicted by Blinding Wind Icon Blinding Wind by 100%. Mass Vortex also synergises more with Surging Winds Icon Surging Winds at Level 13.

5. Level 7 Talents

Pitch Perfect ? The Good Stuff Lightning Serpent Cleanse ?

5.1. Descriptions

Pitch Perfect Icon Pitch Perfect causes Healing Brew Icon Healing Brew to reduce the Mana cost subsequent Healing Brews by 10 for 6 seconds.

The Good Stuff Icon The Good Stuff causes Healing Brew Icon Healing Brew to also heal its target by an additional 30% over 6 seconds.

Lightning Serpent Icon Lightning Serpent causes Cloud Serpent Icon Cloud Serpent's attacks to bounce to 3 nearby targets, dealing 50% damage to each.

Cleanse Icon Cleanse is an activatable talent that instantly renders the targeted allied Hero Unstoppable for 1 second. Cleanse has a 60-second cooldown and cannot be used on oneself.

5.2. Recommended

The Good Stuff Icon The Good Stuff effectively increases the amount that Healing Brew Icon Healing Brew heals by between 15% and 30%. The variation depends on how soon you reuse Healing Brew on the same target, as doing so will refresh the duration of The Good Stuff. However, 15% is still a significant increase when you consider that Healing Brew is your main source of healing. The Good Stuff synergises extremely well with Two For One Icon Two For One, since two targets will benefit from the healing over time, and the time between each Healing Brew is increased.

Lightning Serpent Icon Lightning Serpent increases Cloud Serpent Icon Cloud Serpent's total damage potential by 150%. There will not always be a total of four targets to hit; however, the damage increase can be multiplied in late game team fights when you have 3 or 4 Serpents out at once.

5.3. Situational

Cleanse Icon Cleanse can be an extremely effective talent against enemy teams with a lot of crowd-control. Choosing Cleanse comes at the cost of The Good Stuff Icon The Good Stuff or Lightning Serpent Icon Lightning Serpent, which provide more healing or damage respectively. Choose Cleanse when the enemy team has a lot of crowd-control, which you may want to remove from your Assassins.

Pitch Perfect Icon Pitch Perfect increases the Mana efficiency of Healing Brew Icon Healing Brew by 40% during teamfights, when you will be using it constantly. While it does not directly increase the healing of Healing Brew, it can allow Li Li to reach infinite Mana sustain much sooner than she would with Conjurer's Pursuit Icon Conjurer's Pursuit alone. Strongly consider taking Pitch Perfect if you having Mana sustain issues at this point in the game. It will allow you to continue healing, long after you would have otherwise been out of Mana.

6. Level 10 Talents

Jug of 1,000 Cups Water Dragon ?

6.1. Descriptions

Jug of 1,000 Cups Icon Jug of 1,000 Cups is a semi-channelled ability that rapidly heals an ally with the lowest percentage of maximum health (prioritising Heroes) for 6 seconds. You are unable to use any abilities (including talent-based abilities) until the effect ends.

Water Dragon Icon Water Dragon summons a Water Dragon that (after a short delay) hits the nearest enemy Hero and all enemies near them, damaging and Slowing their movement speed by 70% for 4 seconds. If there is no enemy Hero within range after the delay, no Water Dragon is summoned. Water Dragon is not a semi-channelled ability and it cannot be interrupted.

6.2. Recommended

Jug of 1,000 Cups Icon Jug of 1,000 Cups is a semi-channelled ability that rapidly heals an ally with the lowest percentage of maximum health (prioritising Heroes) in a large radius around you for 6 seconds. Jug of 1,000 Cups will automatically switch targets based on their percentage of health. You are unable to use any abilities (including talent-based abilities) until the effect ends.

6.3. Situational

Water Dragon Icon Water Dragon may not provide the healing that Jug of 1,000 Cups Icon Jug of 1,000 Cups does, but it is still a very effective Heroic Ability. It deals a relatively low amount of damage but it does apply a massive 70%, 4-second, AoE Slow, while only having a 45-second cooldown. Unfortunately, when you are playing Li Li, you are almost always assigned to the role of the dedicated Healer, which you cannot adequately fulfill without Jug of 1,000 Cups. Therefore, only choose Water Dragon if you have two or more Healers and your team requires the additional damage, rather than healing.

7. Level 13 Talents

Elusive Feet Hindering Winds Surging Winds Shrink Ray

7.1. Descriptions

Elusive Feet Icon Elusive Feet causes Fast Feet Icon Fast Feet to grant you 2 charges of Block for 10 seconds when Fast Feet is triggered. Block reduces the damage of the next Basic Attack you take from a Hero by 75%. It can only trigger once every 10 seconds.

Hindering Winds Icon Hindering Winds causes Blinding Wind Icon Blinding Wind to also slow the target by 25% for 2 seconds.

Surging Winds Icon Surging Winds causes Blinding Wind Icon Blinding Wind to grant you 5% Ability Power for every target hit, lasting 8 seconds and stacking up to 4 times. Ability Power increases the healing and damage of your abilities. Additional enemies hit refresh the duration.

Shrink Ray Icon Shrink Ray reduces the damage and movement speed of the targeted Hero by 50% for 4 seconds. Although Shrink Ray affects both Basic Attacks and Abilities, it does not reduce the damage of the target's summoned units or other activatable talents, such as Envenom Icon Envenom and Blood for Blood Icon Blood for Blood. Shrink Ray has a 60-second cooldown.

7.2. Recommended

Surging Winds Icon Surging Winds provides a massive 20% improvement to your healing and damage from abilities. With Mass Vortex Icon Mass Vortex at Level 4, you will acquire 4 stacks of Surging Winds with a single cast of Blinding Wind Icon Blinding Wind in most situations, since stacks of Surging Winds can be gained from hitting any creature, not just Heroes. Ideally, you want to use Blinding Wind to gain 4 stacks of Surging Winds before using Jug of 1,000 Cups Icon Jug of 1,000 Cups, increasing the amount it heals by 20%, although this may not always be practical due to positioning.

Shrink Ray Icon Shrink Ray is the strongest option in this tier when using Serpent Build, as the other options synergize with Blinding Wind Icon Blinding Wind, which Serpent Build does not focus on. Shrink Ray can be an effective tool when used against high damage melee Heroes, like Illidan, Kerrigan, and Thrall, as well as ranged burst damage Heroes, like Jaina, Kael'thas, and Valla. If timed correctly, it can mitigate a significant portion of a Hero's damage, especially if that Hero relies on comboing their abilities in quick succession to be effective. Shrink Ray can also be used as a means of chasing or disengaging.

7.3. Not Recommended

Elusive Feet Icon Elusive Feet is very similar to Block Icon Block, which is a generic Level 1 talent. Two charges of Block equate to a Basic Attack and a half being avoided. The main problem with this talent is that Li Li can already deal with Basic Attack Heroes very well with Blinding Wind Icon Blinding Wind, without spending a talent on it. Surging Winds Icon Surging Winds or Shrink Ray Icon Shrink Ray will often provide more value than Elusive Feet throughout the game. Consider taking this if you are constantly being harassed out of team fights by strong Basic Attacks. Do not take this talent if the enemy team has a Tracer or a Tychus, as they render Block charges negligible.

Hindering Winds Icon Hindering Winds provides a modest, 20% Slow lasting 2 seconds to all targets that Blinding Wind Icon Blinding Wind hits. Combined with Mass Vortex Icon Mass Vortex at Level 4, Hindering Winds is essentially an AoE Slow, which is quite effective when considering Blinding Wind only has a cooldown of 10 seconds. However, Surging Winds Icon Surging Winds is a better talent to synergize with Mass Vortex, as the raw increase of healing and damage is too good to pass up. Furthermore, if you need a slow at this tier and did not take Mass Vortex, Shrink Ray Icon Shrink Ray's slow is much more impactful.

8. Level 16 Talents

Shake It Off ? Safety Sprint Two For One Serpent Sidekick

8.1. Descriptions

Shake It Off Icon Shake It Off causes Stuns and Roots against you to grant Resistant, reducing your damage taken by 50% for 4 seconds. This effect has no cooldown. Shake It Off is not triggered by crowd-control effects other than Stuns or Roots.

Safety Sprint Icon Safety Sprint increases the movement speed bonus of Fast Feet Icon Fast Feet from 10% to 20%.

Two For One Icon Two For One causes Healing Brew Icon Healing Brew to heal 2 allies instead of 1, but the cooldown is increased by 50%.

Serpent Sidekick Icon Serpent Sidekick causes you to also gain a Cloud Serpent Icon Cloud Serpent when it is cast on allies. Casting Cloud Serpent on yourself will still only summon a single Cloud Serpent.

8.2. Recommended

Two For One Icon Two For One increases Healing Brew Icon Healing Brew's overall healing done by 33% when hitting two targets, but reduces its healing done by 33% when used to heal a single target. Since you are a Support, you should always be with at least one ally and Two For One will always be netting you a 33% increase in healing (Li Li and an ally is two Heroes). Sometimes a single ally will be prioritised by the enemy team (Shrink Ray Icon Shrink Ray can be helpful here) and the reduced single target healing of Two For One will make it difficult to keep them alive. This is when Jug of 1,000 Cups Icon Jug of 1,000 Cups should be used, as it heals drastically more per second than Healing Brew. It is important to note that Li Li is a sustained Healer and (regardless of having Two For One) she will always struggle with burst damage from enemy Heroes.

Serpent Sidekick Icon Serpent Sidekick increases the damage of Cloud Serpent Icon Cloud Serpent (and healing from Mending Serpent Icon Mending Serpent) by increasing the maximum amount of Cloud Serpents on the battlefield by 1. With Timeless Creature Icon Timeless Creature, the limit is increased to 3; and with Kung Fu Hustle Icon Kung Fu Hustle it is possible to have 4. When you have already invested 3 talents into Cloud Serpent, there is no better option in this tier. That said, it is not worth taking if you are not already building for Serpent value.

8.3. Situational

Shake It Off Icon Shake It Off can be extremely useful when the enemy team has Stuns and Roots. This talent makes Li Li very hard to catch and kill, considering that she always has Fast Feet Icon Fast Feet to help her run away quickly. Take this talent if the enemy team has multiple Stuns or Roots.

8.4. Not Recommended

Safety Sprint Icon Safety Sprint is very situational. An increase from 10% to 20% is not that significant. A 10% increased movement speed is already enough to outrun most Heroes (even Illidan), so a 20% movement speed increase will not be much more effective.

9. Level 20 Talents

Jug of 1,000,000 Cups Double Dragon Kung Fu Hustle Storm Shield Bolt of the Storm

9.1. Descriptions

Jug of 1,000,000 Cups Icon Jug of 1,000,000 Cups allows Jug of 1,000 Cups Icon Jug of 1,000 Cups to heal 2 targets simultaneously, up from 1.

Double Dragon Icon Double Dragon causes a second Water Dragon Icon Water Dragon to be summoned, hitting the same target as the first.

Kung Fu Hustle Icon Kung Fu Hustle causes the cooldowns on your abilities to recharge 2.5 times as quickly while Fast Feet Icon Fast Feet is active.

Storm Shield Icon Storm Shield is an activatable talent that provides all nearby allied Heroes, including oneself, with a Shield equal to 20% each respective target's maximum Health for 3 seconds. Storm Shield has a 45-second cooldown.

Bolt of the Storm Icon Bolt of the Storm is an activatable talent that instantly teleports you to the targeted location. Bolt of the Storm has a 70-second cooldown.

9.2. Recommended

Kung Fu Hustle Icon Kung Fu Hustle is one the best talents in the game, single-handedly making Li Li one of the best Heroes post Level 20. Since Fast Feet Icon Fast Feet is procced by any damage (no matter how small) from any source (including minions and Structures), Kung Fu Hustle will have nearly 100% uptime during team fights because of the splash AoE damage. Note that using your abilities at an increased rate will also dramatically increase your Mana usage, which is why collecting Regeneration Globes earlier in the game for Conjurer's Pursuit Icon Conjurer's Pursuit is so important.

9.3. Not Recommended

Jug of 1,000,000 Cups Icon Jug of 1,000,000 Cups invests more power into Jug of 1,000 Cups Icon Jug of 1,000 Cups, an ability that can be completely negated if it is interrupted. Kung Fu Hustle Icon Kung Fu Hustle can also provide more healing through reduced cooldowns on Healing Brew Icon Healing Brew and Jug of 1,000 Cups Icon Jug of 1,000 Cups.

Double Dragon Icon Double Dragon will almost always only hit one target because there is plenty of time for enemies to spread out. Kung Fu Hustle Icon Kung Fu Hustle will also net you more Water Dragon Icon Water Dragons over time, due to the significantly reduced cooldowns.

Storm Shield Icon Storm Shield is outclassed by Kung Fu Hustle Icon Kung Fu Hustle, which can provide more effective health and healing through the significantly reduced cooldowns of your abilities.

Bolt of the Storm Icon Bolt of the Storm is a good talent that many other Heroes take but there are two main reasons to take Kung Fu Hustle Icon Kung Fu Hustle over it. Firstly, you cannot use Bolt of the Storm while semi-channelling Jug of 1,000 Cups Icon Jug of 1,000 Cups. Secondly, Fast Feet Icon Fast Feet already gives Li Li enhanced mobility, further devaluing Bolt of the Storm here.
