primarily pve outlaw legendary question

finally got legendary but it was sephuz's secrets, I can't see this being any good for raiding, possibly mythic plus but event then the 30sec cooldown seems to make it less than useful. Is it pretty much awash and just have to hope for a better legendary to drop at some point?
