The biggest issue since 7.1 launched has been addressed as entering Karazhan with people on different stages of progress shouldn't be a problem anymore (after the required restarts at least). The other big news is that artifact appearance drops from World bosses are now a 100% chance! And coming in third is the news that a lot of the Suramar World Quests were in fact missing by accident and are now back in.

Dungeons

  • Experience rewarded from queuing for "Random Legion Dungeon" (Normal difficulty) has been increased by 150%.

Maw of Souls

  • On Mythic Keystone difficulty, the portal to Stormheim should no longer be covered up by the Challenger's Cache.

Return to Karazhan

  • Players who may have missed the final turn-in to Khadgar inside of the Return to Karazhan dungeon are now able to turn in “Fragments of the Past” and “In the Eye of the Beholder” to Khadgar outside of Karazhan.
  • "In the Eye of the Beholder" and "The Tower of Power" should no longer fail to give players credit when defeating the final boss.
  • (REQUIRES RESTARTS) When returning to a partially-cleared Karazhan, the bosses and associated minions that had previously been defeated by the party leader should now properly be absent, and other players with different boss lockouts should be able to join without issue.

 

Items

  • Players can now see and track their weekly and maximum cap of Lingering Soul Fragments in the Currency pane.
  • Hidden Artifact appearances that drop off World Bosses should now be guaranteed on a kill.

Pet Battles

  • The Creeping Tentacle battle pet will now correctly drop on all difficulties of the Yogg-Saron encounter.
  • "Clone"-type abilities on Blood Boil, Bloodgazer Hatchling, and the 2016 BlizzCon pets have been exchanged for other abilities.

 

Professions

Alchemy

  • Recipe: Potion of Prolonged Power (Rank 1) no longer drops after you learn Rank 2.

PvP

  • Players who activate the Ivory Talon buff for the Talon’s Vengeance faction are no longer Friendly to other players and NPCs while inside the Black Rook Arena.
  • Class Adjustments
    • Druid
      • Fortified Bark no longer grants critical strike reduction.
      • Nourish now allows Healing Touch to apply Rejuvenation (Germination) if Germination is learned in addition to other heal-over-time spells.
    • Mage
      • Ice Form now has a 60 second cooldown.

Quests

  • Some unintentionally hidden World Quests in Suramar have been re-activated, including World Quests that are new to Patch 7.1.
  • Lingering Soul Fragments for the quest "Soul Prism of the Illidari" should now be guaranteed to drop from Heroic dungeon end bosses.

Any confirmation by those enhancement shammies out there that attempted to kill the world boss again this week after already killing him? Does the artifact appearance drop if you're already saved?

edited: Just downed Flotsam while already saved. No joy on the drop... pretty lame that they implemented this hotfix mid week.

I got my artifact appearance on first world boss kill. Also my guildy got it too. But I am elemental as main spec.

Yea, I wonder what the reason to hot fix something like this on a Wednesday was...it being the day after most people kill content on Tuesday. I burned through my three coins and killed every boss (minus mythic of course). Now I don't get that artifact appearance, but people who were lucky enough to be unable to play Tuesday get it at a100% drop. I could just wait till next Tuesday, but there's no guarantee it'll be a world boss that drops the artifact... Which would make us wait even more.

      There's a fair amount of changes and buffs for Marksmanship that have arrived on the PTR. The first part of the changes are to enhance Marksmanship's tools for keeping a target at range, so we're seeing Bursting Shot and Concussive Shot buffs.

      There's also a change to Rapid Fire to bring it in line with most other channeled spells in regards to line of sight, so it will now continue to do damage even after a target has broken LOS, and you can also Disengage during the channeling of it. The other big changes are to Trueshot, reducing its cooldown and making it also reduce Aimed Shot and Rapid Fire cooldowns during its duration, as well as to Careful Aim, making it more consistent by having it always trigger.

      The Public Test Realms (PTR) are seeing several changes for Marksmanship Hunters. Here’s some context on those changes.
      One goal of ours for Marksmanship is proficiency in keeping targets at range in PvE and PvP situations. Marksmanship plays best when you have distance from your target, so we’re emphasizing some of the tools that help you either move a target away from you, or keep your distance.
      - Bursting Shot has had its knockback range increased, can no longer be dodged, and snares targets for 6 seconds now.

      - Steady Shot will now increase the duration of Concussive Shot on the target by 3 seconds. This will work on a Concussive Shot from any friendly Hunter, not just your own Concussive Shot.

      Rapid Fire has had some usability problems in PvP. Most other channeled spells will continue to deal damage when your target runs behind a pillar and breaks line of sight, but Rapid Fire requires constant line of sight. We’re changing that, and now it will behave like almost every other channeled spell that players cast, and will continue to damage a target, even if the target is no longer in line of sight. We also think it’s cool to be able to use Disengage while channeling Rapid Fire, so now you can.


      Aimed Shot is a driving force behind a significant amount of the damage a Marksmanship Hunter deals. There are a lot of different stacking bonuses you can get from various Talents and Azerite Armor that can swing the damage of Aimed Shot by a huge amount. Some of these bonuses are entirely uncontrolled, which made Aimed Shot an unreliable source of damage. We want Aimed Shot to feel like an impactful and more reliable source of damage, so:
      - Careful Aim is now a guaranteed bonus to Aimed Shot damage against targets above 80% health or below 20% health.
       
      Trueshot has changed a lot over the years, but it’s currently not a very exciting button, and it could feel much more impactful when you use it. We like that it makes your Aimed Shot cast time reduced, so we’re keeping that, and it now additionally causes your Rapid Fire and Aimed Shot abilities to recharge significantly faster while Trueshot is active. The new version of Trueshot is a significant pacing change for its duration, allowing you to cast multiple Aimed Shots and Rapid Fires during its duration. We’re also lowering its cooldown from 3 minutes to 2 minutes.

      Introduction
      Patch 8.1 called Tides of Vengeance was pushed to PTR on September 21. Players are still unable to log in to the game right now (September 26). The patch will be released later this year.

      Patch 8.1 Build #28151

      Heritage Armor will be added for non-Allied Races; Blood Elves & Dwarves are first on the list. There's no reputation grind behind this. If you're at max level and Exalted with Ironforge/Blood Elves, you can start the quest and complete a scenario to get your Heritage Armor. Reputation Paragon for BfA factions is coming. Champions of Azeroth reputation will be made account-wide. Incursions are a new feature similar to Legion assaults. Darkshore Warfront (Night Elves vs Forsaken theme) The outdoor zone will be updated just like Arathi Highlands with new quests, rares, etc. War Campaign continues with the Alliance leading a direct strike at the Zandalari Fleet. We can expect two new raids in 8.1: Siege of Zuldazar is a nine-boss raid where the foe is the opposing faction. Alliance players will join Jaina and her forces to fight their way up to the pyramid to confront Rastakhan. Horde players will try to defend the pyramid, fighting Jaina in the High Seas as the final boss. Crucible of Storms is a two-boss raid located under Shrine of the Storm that hints at Queen Azshara. It's Battle for Azeroth's "Trial of Valor" raid. Allied Races: Kul Tirans and Zandalari Trolls will become available for gameplay after the Siege of Zuldazar raid.       You will be able to unlock Legion Allied Races faster in Patch 8.1.
      Class Changes
      Multiple Classes are subject to changes in Patch 8.1. These include Elemental Shamans, Shadow Priests, and Protection Warriors. So far, Blizzard outlined plans for Elemental Shamans. They haven't decided what to do with Protection Warriors just yet.

      A first look at the Blood Elf Heritage Armor added in this week's 8.1 PTR Build 28151.
      In Patch 8.1, Heritage Armor is coming to non-Allied races. First up are Blood Elves and Dwarves. In order to get the set, you need to be Exalted with the Blood Elves and your character must be at max level. When 8.1 goes live, you will be able to complete a quest line to earn your Heritage Armor.

      Blizzard buffed Chain Heal and redesigned High Tide in this week's 8.1 Build 28151.
      High Tide
      OLD: Chain Heal bounces to 1 additional target, and its falloff with each bounce is reduced by half. NEW: Every 150 mana you spend brings a High Tide, making your next 2 Chain Heals heal for an additional 20% and not reduce with each jump.       Just to avoid any confusion that may be occurring due to tooltips on PTR: Chain Heal's base functionality is unchanged, other than receiving a large healing increase (roughly speaking, baking in most of the value of the previous High Tide). High Tide is redesigned, but is still a passive--the mana cost in the tooltip header is an error. Brief context: as a passive buff to every Chain Heal, High Tide was putting it in an awkward position where the base skill wasn't very prominent in the toolkit if you used other talents. The goal here is to both put Chain Heal back on the map while using Ascendance or Wellspring in any type of content, and also provide a talent option which allows for strong moments centered around very large Chain Heals.

      Nature's Salve Exhilaration heals you for an additional 1,924 health, and the cooldown is reduced by 15.0 sec. Primeval Intuition Normal Your maximum Focus is increased to 120, and Raptor Strike increases your Critical Strike by 25 for 12 sec, stacking up to 10 times.
