CotW last, CotW + CoF 3rd

So over the weekend, doing a Normal  NH Acheivement/AP run, I got the legendary belt, and the order hall campaign Trillaix quest dropped a H CoF 890 out of the chest (after repeated bonus rolls on Ellisande over the last month or so)

Can anyone explain the math on how CotW (cooldown of AotW at 78 seconds) is so much worse that CotW + CoF (cooldown of AotW at 73 seconds).

AskMrRobot when asked to choose, picked leggo belt/pants, and chose an 880 Eye of Guarm Agil/Mastery over the 890 CoF.

Am I missing something about the interaction?

Because CoF reduces the cooldown of AotW by 5 secs every time it procs, and it has a chance to proc on each attack. So on average it reduces the cooldown by a further 30-40 seconds depending on RNG. It usually ends up bringing the cooldown to around 40-45 seconds.

The idea is that with CoF you end up with about 30% uptime on Aspect as opposed to it being a once every two minute cooldown.
