The second 7.3 PTR Build brought new Class changes, work-in-progress Tier 21 Set Bonuses, new Alchemy potions and revealed the source of the hidden Fishing Artifact appearance.

The following specializations received a % change to many spells

Death Knight

  • Crypt FeverCrypt Fever - Enemies healed while afflicted by your Festering Wounds have a chance to take [ 133% 200% of Attack Power ] Shadow damage.

Demon Hunter

  • Demon's BiteDemon's Bite - Quickly attack for (380% 260% of weapon damage) Physical damage.
  • Mastery: Demonic PresenceMastery: Demonic Presence - Increases your Chaos damage by 12% 11.2% and your movement speed by 8%.

Mage

  • Glacial SpikeGlacial Spike - Conjures a massive spike of ice, and merges your current Icicles into it. It impales your target, dealing [ 1,755% 1,170% of Spell Power ] damage plus the damage stored in your Icicles, and freezes the target in place for 4 sec. Damage may interrupt the freeze effect.

Monk

  • Fists of FuryFists of Fury - Pummels all targets in front of you, dealing [ 2,350% 2,100% of Attack Power ] damage over 4 sec. Can be channeled while moving.
  • Way of the CraneWay of the Crane - Increases your Physical damage by 50%, you remove and become immune to all stun, snare and root effects and you heal up to 3 nearest allies for 175% 200% of all damage done. Lasts 15 sec.

Paladin

  • Sacred DutySacred Duty - Reduces the cooldown of your Blessing of Protection and Blessing of Sacrifice by 33% 50%.

Priest

  • Mind TraumaMind Trauma - Fully-channeled Mind Flays cause you to steal 3% 1% haste from the target for 20 sec. Only 12% 10% haste can be stolen from a single target. Stacks up to 8 20 times.
  • Power Word: RadiancePower Word: Radiance - A burst of light heals a friendly target and their 4 nearest allies the target and 4 injured allies within 30 yards for [ 250% of Spell Power ], and applies Atonement for 60% of its normal duration.
  • Shadow ManiaShadow Mania - Having Vampiric Touch on 2 or more targets grants you 4 3 Insanity every 2 sec.

Rogue

  • WeaponmasterWeaponmaster - Your abilities have a 100% 6% chance to hit the target twice each time they deal damage.

Warlock

  • Absolute CorruptionAbsolute Corruption - Corruption is now permanent and deals 25% increased damage. Duration reduced to 24 40 sec against players.
  • Gateway MasteryGateway Mastery - Increases the range of your Demonic Gateway by 20 yards, and reduces the cast time by 30%. Reduces the time between how often players can take your Demonic Gateway by 15 30 sec.

Warrior

  • Defensive StanceDefensive Stance - A defensive combat state that reduces all damage you take by 20%, and all damage you deal by 10%. Lasts until cancelled. (Cooldown reduced from 10 to 6 seconds)

The current intention of the Feral 4 piece bonus is that you get a 100% free in every way (except a GCD) Ferocious Bite. 

This may change as set bonuses go through some more iteration throughout the 7.3.0 development cycle.

      Major Power: Guardian Shell - Each time you send out a protective sphere, gain an absorb shield for 2% of your maximum health that stacks. Minor Power: Unwavering Ward - Absorption can stack up to 20% higher. Rank 3

      Allied Races and the Pandaren will be finally able to become Death Knights in the near future, as Blizzard added creature textures together with encrypted sound files for Bolvar Fordragon and Darion Mograine in 8.3 Build 32151.
      It seems Bolvar is going to forge a new line of Death Knights in Patch 8.3. Death Knight textures for all Allied Races (Including Lightforged Draenei) have been added to the game along with encrypted sound files for Bolvar Fordragon and Highlord Darion Mograine, who's likely going to narrate the new Death Knight intro. There's also an encrypted map of an area, which is likely the one of Icecrown Citadel.

      It seems there's going to be a brand new Death Knight intro, but at this time, we don't know if the Allied Races are going to start at level 20 or 55 and how that's going to affect Heritage Armor acquisition.

      In this week's 8.3 Build 32151, Wrathion's Legendary Cloak has been renamed and updated to have a higher base item level.
      Experimental Blacktalon Shroud is now called Ashjra'kamas, Shrould of Resolve and the base item level is up to 445.
      The cloak's effect (Blacktalon's Experimental Protection) reduces the Sanity loss from all sources by a percentage, which is mandatory for completing Horrific Visions, as your Sanity bar depletes and the reduction allows you to stay there longer and earn better rewards. You'll upgrade the item level of the cloak with Horrific Cores up to a maximum item level of 475 at Rank 15.
