Trinket questions

I just have a question on some trinkets combinations.

My armory is https://worldofwarcraft.com/en-us/character/senjin/scarmiglion.

The trinkets currently in question for raiding purposes are Legionnaires Mandate http://www.wowhead.com/item=134366/legionnaires-mandate&bonus=1557:3474 - ilevel 895 with secondary of 1158 mastery

Second is Horn of Valor ilevel 900 http://www.wowhead.com/item=133642/horn-of-valor&bonus=1547:3412

Third is Vial of Ceaseless Toxins ilevel 900 with gem slot http://www.wowhead.com/item=147011/vial-of-ceaseless-toxins&bonus=3561:1482.

I would think the mandate is the weekest of the bunch, but in sims it as the far superior of the three.

 

Currently the combo of Vial and Mandate sims the best in simcraft @ 930k with my current gear

2nd place at 928k is the combo of Mandate and Horn of Valor.

Finally, the combo of Horn and Vial comes in at a low 897k. (I would have assumed this to be the best combo)

 

I am struggling to see how the Mandate is so much more powerful than the others even with bHorn and Vial  being on use as they rarely ever actually conflict with each other. I assume it is an error in the simcraft, but just wanted to check with the community.

Hopefully this will all be a moot point as I continue to farm for Convergence of fate and Specter of Betrayal.

Sims are great but I would recommend trying each of them out and spend 5 mins on a target dummy to see for yourself. The horn is handy for it's on use and you can line it up with specific hard hitting abilities.  The vial is probably getting a bump up due to its gem slot. 

The mandate is probably showing as higher as its a full-time effect, always on so it's easier to calculate.
