New Moon / Half Moon / Full Moon, question...

In the guide on this website for spell rotation (priority), it states...

Cast IconNew Moon (and its other versions) to generate Astral Power. Make sure its charges are always rolling.

What exactly is meant by the part I've highlighted in bold underlined?

Do I use all 3 charges when possible then just watch out for 1 being available again?

Do I use just 1 charge then use again when back at 3 full charges?

Apologies if this is a somewhat noob-ish question.

Basically you just don't want to sit on 3 charges for any length of time, which will end up with you having fewer casts over the course of the fight. I'm just learning balance myself after playing Resto and Guardian, but I think aside from potentially pooling all 3 charges just before you enter a big cooldown, you want to just use them as they come, as it's pretty high on the priority list.

Thanks for the reply. I've been casting when possible, but not if DoT's are about to drop, or I'm at, or near max Astral Power then I'll make sure I renew my Dots, or do a Starsurge first, then cast it.

I've mainly played resto too, but my questing & DPS spec has always been feral, so just picking this up, although I've played it in short spells each expansion. At least they removed the swinging bar, which I wasn't keen on.
