You can simply use a /cast line in your macro and specify the target in square brackets. It will use that target for the specific spell, but otherwise won't change your target, so you don't actually have to return to your last target afterwards. PLAYERNAME has to be replaced with the correct name of course. Note that this line will cast Intervene only on that player, otherwise it will always fail to do anything.

/cast [@PLAYERNAME] Intervene
