This is because it's far more difficult to quantify weights for a tank, since the weights don't make much sense in terms of raw output weights, as they would for a DPS. Tanks have to factor different types of damage (magical, physical, slow swing timer, fast swing timer, multiple swings, burst damage, sustain damage, DoT damage), as well as uptime as a tank. M+ weights would be different from raiding completely, due to tank uptime and having to taunt for buffs, as well as then being different for the multiple possibilities of affixes. Don't forget that a proc based T2 would be useless if you're running Necrotic week and it procs during Necrotic. You won't find real weights anywhere for Blood - you need to just follow the priority presented and follow the "rule" that T2 traits are normally better than T3 traits. Master of Shadows is a massive trait to get, but then you have to factor in the avoidance cap (around 20% I believe), so make sure you're not going over that with other gear.
