Icefury build Legendaries

Hello atm i'm at 960ilvl 4piece tier 21 set and all of elemental legendaries. I love the icefury build i start it with Eye Of Twisting Nether and the Deceiver's Blood Pact but ppl told me it's better to go with Smoldering Heart and Deceiver's Blood Pact. What of those 2 combinations i should follow? My talents is Totem's Mastery, Gust Of Wind, Lighting Surge Totem, Aftershock, Elemental Blast, Echo Of The Elements, Icefury.

What pieces of the tier do you have? Can you post an armory link?

Normally Deceiver's + Heart is best for ST. You can run your character through RaidBots best in bags sim though to check for sure.
