A big balance update has just hit live servers.

While the cadence of balance patches changed recently, they sure bring much more Hero chances to freshen up the meta! Below are the official patch notes.

Developer Comment: Anub’arak is still overperforming compared to other Warriors, so this time we are reducing the power of Legion of Beetles and Cocoon, which are still stand out talents for him.  We are hesitant to over-nerf him, so our strategy going forward is to combine these smaller nerfs with buffs to other Warriors to create a healthier meta for the role.

Developer Comment: Blaze has been outperformed by other heroes in the last few months, and these changes are intended to bring him a bit more back into the meta.  Most of these buffs are intended to help his tanking capabilities, particularly when it comes to his initiation and survivability.

Developer Comment: While Garrosh is incredibly popular due to his ability to heavily displace enemy Heroes, he is not outperforming other Heroes in the game, sitting at a 48% win rate at higher levels of play in the hands of people who are skilled with him specifically. At lower levels of play his win rate drops to 47.2%, where he wins the award for being the second lowest win-rate Warrior in the game.  We’re slightly nerfing Wrecking Ball’s cooldown to help address his high popularity and frustrations playing against him, and buffing some of his under-picked talents to better compete with their peers to help stabilize his talent tree.

Developer Comment: Johanna is a solid, versatile Warrior that brings a strong frontline presence to her team.  In addition to giving her some talent buffs, we’re increasing the damage of Condemn to further push her unique role as a Warrior who brings a considerable amount of waveclear.

Developer Comment: We’ve nerfed Mal’ganis multiple times since his release, and he has fallen off a bit too much since our last round.  These buffs to various talents are meant to increase his overall effectiveness while also rounding out his talent tiers to be more competitive.

Developer Comment: To make it more consistent with other damage modifiers, we are changing Consuming Flame’s bonus from a flat amount to a percent bonus, which will make it scale with Imperius’s level.  This is a slight nerf to his Level 1 damage, but overall a fairly significant buff to the talent during the middle and later portions of the game.  To make Flash of Anger more reliable, we are changing its functionality to be about consuming marks of Celestial Charge instead of trying to hit enemy Heroes first with Solarion’s Fire.  To compensate for the power and reliability bonuses we’re giving, we are reverting the damage bonus that we gave to the talent last patch.  This functionality change should make the use case for the talent much more clear: Impale enemies, gain benefits.

Malthael

Developer Comment: We read the feedback that it is difficult to capitalize on the cooldown resets on Wraith Strike due to the high Mana cost of casting the ability multiple times.  To compensate for this, we are drastically reducing the Mana cost of Tormented Souls, which should make it much easier to get value. 

Ragnaros

Developer Comment: It’s been awhile since we’ve reevaluated the Firelord’s place in the Nexus.  Overall he’s doing fairly well, but we felt he could use a small buff to compete with the current meta heroes in the game.  We also saw this as an opportunity to help his Level 20 pick rates out, so we’re buffing Flames of Sulfuron to be a fairly meaningful Stun increase and increasing the uptime of Submerge.

Rexxar

Developer Comment: These changes are to make Rexxar’s laning phase a little less overwhelming for the majority of opponents, particularly on maps with control points.  We're slightly lowering Misha's power in the early game, but increasing her scaling so that she is less powerful in early-game trades, but is still a threat in the mid to late portions of the game.

Developer Comment: Anduin’s Light is bringing victory! Just about 48% of the time, which is great for a new Hero release. What we’re aiming to do though is buff up a lot of the lesser chosen Talents on him so that he feels like he has a greater variety of options. We’re also looking to make Bold Strategy a little more bold, and a little less automatic. We’re aiming to do this by reducing his higher than typical Mana tension baseline (which Bold Strategy helped alleviated by increasing Flash Heal’s cooldown and making his healing more efficient), while also increasing the cooldown penalty for Bold Strategy. This is in addition to buffing up the other two Talents on the tier, which also buffs Bold Strategy. Net result is that Pursued by Grace and Renew will give Anduin a little more consistent healing, and potentially open up synergy with the significantly buffed Binding Heal at level 7.

Developer Comment: To better round out Kharazim’s Level 7 talents, we are baking in some of the functionality of talents that normally come online for him later on.  This should make this tier more competitive while also opening up other options for players to take as a replacement for the talents that have been removed.  For example, players who want to get in and punch a lot with Blazing Fists will now have a defensive option to take at Level 13 since they no longer have to take Fists of Fury to complete the build.

Developer Comment: We’re making some quality of life changes to some of Stukov’s talents to make them better.  Targeted Excision in particular suffered from some awkwardness where when used properly, the cooldown of Bio-Kill Switch would often be lower than the cooldowns of his Healing Pathogen and Weighted Pustule, which made part of its benefit meaningless.  This change should make its 5-second cooldown more important, as he can use his other abilities sooner after his initial cast of Bio-Kill Switch.

Developer Comment: These changes are meant to create better competition between Alarak’s Level 4 talents.  We are buffing Chaos Reigns and giving Show of Force an exciting new scaling bonus, while also reducing the power of Negatively Charged.  While we realize that Negatively Charged is an extremely attractive talent that can sometimes get out of control when Alarak gets a lot of stacks, and an obvious way to nerf it would be to cap its stacks, a large part of the enjoyment of playing Alarak and of taking talents like Negatively Charged is about living the dream when playing well.  We are instead going to try simply reducing the bonus and making the other talents on the tier more attractive, which should hopefully help talent picks on other tiers as well.

Maiev

Developer Comment: To help curb Maiev’s performance at the highest levels of play, we are reducing her wave clear damage with Spirit of Vengeance, which should mitigate her ability to easily rotate between lanes for ganks.  Due to the fairly low pick rates of talents related to the ability, we also saw an opportunity to beef them up and make them more meaningful options compared to others on their tiers.

Zeratul

Developer Comment: Zeratul has been a considerable threat, particularly at the higher levels of play.  This change is meant to simply reduce his power.  We chose to nerf Cleave because it is his least interactive way of dealing damage, particularly when combined with Wormhole.

Developer Comment: Rain of Destruction has not been the predominant Heroic since Gul’dan’s release.  We believe there are two reasons for this: the first being that it has some randomness to its output in regards to where the meteors land, and the second being that it requires Gul’dan to channel for 7 seconds, which gives his opponents an incredibly long time to interrupt him while also not allowing him to use his other abilities or provide any other output during that time.  We’re targeting the second issue with this change, which will allow Gul’dan to gain the ability to move and use his abilities while the Rain of Destruction is happening.  We may in the future look at the randomness of the Heoric’s meteors, but at this time we want to try this change as it retains most of the original fantasy of Gul’dan raining Hellfire upon his enemies.  We’re also improving some of Gul’dan’s lesser picked talents.  We realize that he has some fundamental issues with Corruption focused talents dominating his talent tree, and are looking at exploring ways in the future to make alternative ways to play more meaningfully competitive.

Boy, talk about changes. The default build of almost all of those heroes will need a revision, at least for me.

Also, Rain of Destruction is back baby (yes, Horrify is still better at coordinated play, but RoD is at least usable now).

I just hate beating around the bush they are doing with Garrosh and Diablo (patch before). Hopefully they are making second rework for Garrosh, because his throw is just taking away to much. BIgger CD only means obnoxious part will happen slightly less often (you don't use it off CD always), but it will still happen. As it stands now, only counter we have to Garrosh E +Q + R is Anduin, and that is questionable consider range someone gets thrown and range of Leap of FaithLeap of Faith.

Similar problem with Garrosh, bigger CD means it will only happen less often, it doesn't take away from his huge tankiness/burst/CC chain

Still no Diablo nerf =D
I think he is the most banned hero across all leagues. A tank with so much health, which can kill you in 3 second and you cant do anything about it, because you are stuck on a "cc"-loop is kinda boring. On the other side, its fun to play him. Only thing you need to do is wait till someone is standing near a wall and then its rape-o'clock.

Gotta fix that, Mr. @Stan Da Man. The talents are SledgehammerSledgehammer and ReverberationReverberation. There is also a minor typo in Stukov's Fetid TouchFetid Touch ("Weghted").

Regardless, these are huge changes. Either SledgehammerSledgehammer or ReverberationReverberation will make the "Manradin" build way more effective. I'd never pick Reverberation outside of fighting Basic Attackers, and never ever picked Sledgehammer.

Developer Comment: We read the feedback that it is difficult to capitalize on the cooldown resets on Wraith Strike due to the high Mana cost of casting the ability multiple times.  To compensate for this, we are drastically reducing the Mana cost of Tormented Souls, which should make it much easier to get value. 

Honestly I don't think that is enough to pick this Heroic. Ever since his soft-rework that makes his basic attacks cleave, there is really no reason to pick Tormented SoulsTormented Souls over Last RitesLast Rites. They should have added a bonus passive effect to Reaper's MarkReaper's Mark (like increasing its effect by 0.25%) to make this Heroic more attractive.

I'm very disappointed on some of the Anduin buffs. Given he sits at the lowest winrate in the game for both Healers AND Supports, I was expecting something more substantial. Adding another 1 second of CD penalty on Bold StrategyBold Strategy while giving feeble buffs to RenewRenew and Pursued by GracePursued by Grace is pretty underwhelming; they could have at least added a functionality that makes Pursued by Grace proc from damaging anything (instead of just Heroes) and/or increase its radius of effect in order to make the penalty of Bold Strategy more justifiable.

Expected something more done to Anduin. At least that cd increase on bold strategy and buffs to other talents are justifiable, as it generally has been a default pick.

Muradin's new Sledgehammer is currently bugged. You gain 1 baseline quest stack for hitting ANYTHING, which kinda makes it broken because you can easily finish your baseline quest while having very efficient camp clear.

Usual reminder that they have hard data to look at from live, internal, and tournament servers, everyone else has anecdotal evidence which is then additionally shaded by their own bias.

Why can't blizzard put in a level min on heroes.  WTF?  I just had to sit through a level 1 Varian that fed all game.  Why do they think it is a good idea to have people in ranked playing heroes with ZERO games on them?

Wintermute's Frostbolt now initiates its Frostbolt cast at the same time Jaina initiates her cast and will be interrupted if it or Jaina is interrupted. Kerrigan Level 10 Summon Ultralisk Fixed an issue that caused Kerrigan's Ultralisk to not have its damage reduced by D.Va's Defense Matrix. Leoric Level 16 Royal Focus Now displays the remaining duration around the Skeletal Swing's button. Malfurion Level 1 Vengeful Roots Fixed an issue that caused Malfurion's Treant to not have its damage reduced by D.Va's Defense Matrix. Treant's damage will now display as Vengeful Roots in the Death Recap. Haunted Mines Haunted mines has returned to Quick Match! The Mine Golem now drops an additional 10 Skulls over the course of its lifetime. Map objective is now complete when one team collects 55 Skulls, rather than when all 100 Skulls have been collected. Hero vision is reduced while in the mines. Warhead Junction Cast time for Nuke increased from 2.5 seconds to 3 seconds. Cast time for Nuke now breaks upon taking damage. DoT damage from Nuke increased by 100%.       Death Coil [Q] Mana: 40. Cooldown: 9 seconds. Deals 164 damage to target enemy. Can be self-cast to heal for 262 Health. Howling Blast [W] Mana: 50. Cooldown: 10 seconds. Root enemies within the target area for 1.25 seconds and deals 68 damage. Frozen Tempest [E] Mana: 13 per second. Cooldown: 1 second. Deals 36 damage per second to nearby enemies and Slow their Movement Speed by 10% per second, stacking up to 40%. Heroes hit also have their Attack Speed Slowed by 10% per second, stacking up to 40%. Frozen Tempest's effects last for 1.5 seconds. Army of the Dead [R] Charge Cooldown: 18 seconds. Consume all charges to summon an equal number of Ghouls that last 15 seconds and attack for 20 damage. Ghouls can be sacrificed to heal Arthas for 240 Health. Stores up to 6 charges. Every time an enemy minion dies nearby, reduce the charge cooldown of this ability by 1 second. Takedowns reduce the charge cooldown of this ability by 6 seconds. Summon Sindragosa [R] Mana: 100. Cooldown: 100 seconds. Deals 230 damage and Slows enemies by 60% for 4 seconds. Also disables Minions, Mercenaries, Monsters, and Structures for 20 seconds. Frostmourne Hungers [D] Cooldown: 12 seconds. Activate to make Arthas' next Basic Attack strike immediately and deal 71 bonus damage. Dealing damage restores 40 Mana. QUEST: Killing a Minion or hitting a Hero with Frostmourne Hungers permanently increases its bonus damage and Arthas' Basic Attack damage by 1. Talents
      Level 1 Frost Presence Increase the area of Howling Blast by 20%. QUEST: Root enemy Heroes with Howling Blast. REWARD: After Rooting 15 Heroes, Howling Blast's range is increased by 20% and it hits enemies in its path. REWARD: After Rooting 30 Heroes, Death Coil Slows Heroes hit by 50% for 0.75 seconds. Borean Winds After Frozen Tempest has been active for 2 seconds, Arthas gains 10% Movement Speed. PASSIVE: Frozen Tempest's Slowing effects last an additional 0.5 seconds and its Mana cost is reduced by 4 per second. Rime Every 5 seconds, gain 75 Physical Armor against the next enemy Hero Basic Attack, reducing the damage taken by 75%. Stores up to 3 charges. PASSIVE: While Arthas is Slowed, Rooted, or Stunned he heals 24 Health a second. Level 4 Shattered Armor Enemy Heroes hit by Howling Blast have their Armor reduced by 15 for 4 seconds. Icy Talons Gain 3% Attack Speed for 2 seconds every time a Hero is damaged by Frozen Tempest, to a maximum of 60%. Frost Strike Frostmourne Hungers deals an additional 115 Ability damage in an area and Slows Heroes hit by 20% for 2 seconds. Level 7 Immortal Coil Gain the healing effect of Death Coil even when used on enemies. If Death Coil is used on Arthas, it heals for an additional 75% bonus healing and its cooldown is reduced by 3 seconds. Rune Tap Every 3rd Basic Attack heals Arthas for 5% of his max Health. PASSIVE: Each stack of Frostmourne Hungers increases Arthas' Maximum Health by 10. Icebound Fortitude Cooldown: 35 seconds. Activate to gain 25 Armor and reduce the duration of Stuns, Slows, and Roots against Arthas by 75% for 3 seconds. Each Hero Rooted by Howling Blast reduces the cooldown of this ability by 2 seconds. Level 13 Deathlord If Death Coil is used on an enemy Hero, launch an additional Death Coil at a nearby enemy Hero. PASSIVE: Death Coil deals more damage the lower Arthas' current Health is, to a maximum of 50% bonus damage. Deathchill Howling Blast's damage is increased by 2 for each stack of Frostmourne Hungers. Howling Blast deals 100% additional damage and Roots for an additional 0.25 seconds against Heroes under 50% Health. Biting Cold Each second an enemy is damaged by Frozen Tempest, it deals 15% bonus damage, up to 75% bonus damage. Level 16 Remorseless Winter Enemy Heroes that remain within Frozen Tempest for 2.5 seconds are Rooted for 1.25 seconds and heal Arthas for 3% of his maximum Health. This effect has an 8 second cooldown per target. Frostmourne Feeds Reduce the cooldown of Frostmourne Hungers by 6 seconds. Arthas heals for 75% of the Basic Attack damage dealt by Frostmourne Hungers. Anti-Magic Shell Cooldown 60 seconds. Activate to make Arthas immune to Spell Damage for 4 seconds and heal Arthas for 25% of the damage prevented. Level 20 Legion of Northrend Reduce Army of the Dead's charge cooldown by 5 seconds. Each charge consumed spawns an additional Ghoul to attack nearby enemies. These Ghouls cannot be sacrificed. Absolute Zero Sindragosa flies twice as far. Enemy Heroes are Rooted for 2.5 seconds, and then Slowed by 60% for 4 seconds. Death Pact Instantly double your stacks of Frostmourne Hungers, but it no longer gains stacks from hitting Heroes or killing Minions. PASSIVE: Takedowns grant 2 stacks of Frostmourne Hungers. Path of Frost Activate to instantly Mount with 10% additional Movement Speed. Taking damage does not dismount Arthas from this mount. Lasts up to 5 seconds. When Arthas dismounts, Slow all nearby enemies by 30% for 2 seconds and deal 66 damage. Chen

      Garden of Terror Classic The original Garden of Terror has returned to Custom Games! The name has been changed to Garden of Terror Classic to differentiate from the current Garden of Terror. Haunted Mines Haunted mines has returned to Quick Match! Map objective is now complete when one team collects 55 Skulls, rather than when all 100 Skulls have been collected. Hero vision is reduced while in the mines. Warhead Junction Cast time for Nuke increased from 2.5 seconds to 3 seconds. Cast time for Nuke now breaks upon taking damage.       Base
      Death Coil [Q] Mana: 40. Cooldown: 9 seconds. Deals 164 damage to target enemy. Can be self-cast to heal for 262 health. Howling Blast [W] Mana: 50. Cooldown: 10 seconds. Root enemies within the target area for 1.25 seconds and deals 68 damage. Frozen Tempest [E] Mana: 13 per second. Cooldown: 1 second. Deals 36 damage per second to nearby enemies and Slow their Movement Speed by 10% per second, stacking up to 40%. Heroes hit also have their Attack Speed Slowed by 10% per second, stacking up to 40%. Frozen Tempest's effects last for 1.5 seconds. Army of the Dead [R] Charge Cooldown: 18 seconds. Consume all charges to summon an equal number of Ghouls that last 15 seconds and attack for 20 damage. Ghouls can be sacrificed to heal Arthas for 240 Health. Stores up to 6 charges. Every time an enemy minion dies nearby, reduce the charge cooldown of this ability by 1 second. Takedowns reduce the charge cooldown of this ability by 6 seconds. Summon Sindragosa [R] Mana: 100. Cooldown: 100 seconds. Deals 230 damage and Slows enemies by 60% for 4 seconds. Also disables Minions, Mercenaries, Monsters, and Structures for 20 seconds. Frostmourne Hungers [D] Cooldown: 12 seconds. Activate to make Arthas' next Basic Attack strike immediately and deal 71 bonus damage. Dealing damage restores 40 Mana. QUEST: Killing a Minion or hitting a Hero with Frostmourne Hungers permanently increases its bonus damage and Arthas' Basic Attack damage by 1. Talents
      Level 1 Frost Presence Increase the area of Howling Blast by 20%. QUEST: Root enemy Heroes with Howling Blast. REWARD: After Rooting 15 Heroes, Howling Blast's range is increased by 20% and it hits enemies in its path. REWARD: After Rooting 30 Heroes, Death Coil Slows Heroes hit by 50% for 0.75 seconds. Borean Winds After Frozen Tempest has been active for 2 seconds, Arthas gains 10% Movement Speed. PASSIVE: Frozen Tempest's Slowing effects last an additional 0.5 seconds and its Mana cost is reduced by 4 per second. Rime Every 5 seconds, gain 75 Physical Armor against the next enemy Hero Basic Attack, reducing the damage taken by 75%. Stores up to 3 charges. PASSIVE: While Arthas is Slowed, Rooted, or Stunned he heals 24 Health a second. Level 4 Shattered Armor Enemy Heroes hit by Howling Blast have their Armor reduced by 15 for 4 seconds. Icy Talons Gain 3% Attack Speed for 2 seconds every time a Hero is damaged by Frozen Tempest, to a maximum of 60%. Frost Strike Frostmourne Hungers deals an additional 115 Ability damage in an area and slows Heroes hit by 20% for 2 seconds. Level 7 Immortal Coil Gain the healing effect of Death Coil even when used on enemies. If Death Coil is used on Arthas, it heals for an additional 75% bonus healing and its cooldown is reduced by 3 seconds. Rune Tap Every 3rd Basic Attack heals Arthas for 5% of his max Health. PASSIVE: Each stack of Frostmourne Hungers increases Arthas' Maximum Health by 10. Icebound Fortitude Cooldown: 35 seconds. Activate to gain 25 Armor and reduce the duration of Stuns, Slows, and Roots against Arthas by 75% for 3 seconds. Each Hero Rooted by Howling Blast reduces the cooldown of this ability by 2 seconds. Level 13 Deathlord If Death Coil is used on an enemy Hero, launch an additional Death Coil at a nearby enemy Hero. PASSIVE: Death Coil deals more damage the lower Arthas' current Health is, to a maximum of 50% bonus damage. Deathchill Howling Blast's damage is increased by 2 for each stack of Frostmourne Hungers. Howling Blast deals 100% additional damage and Roots for an additional 0.25 seconds against Heroes under 50% health. Biting Cold Each second an enemy is damaged by Frozen Tempest, it deals 15% bonus damage, up to 75% bonus damage. Level 16 Remorseless Winter Enemy Heroes that remain within Frozen Tempest for 2.5 seconds are Rooted for 1.25 seconds and heal Arthas for 3% of his maximum Health. This effect has an 8 second cooldown per target. Frostmourne Feeds Reduce the cooldown of Frostmourne Hungers by 6 seconds. Arthas heals for 75% of the Basic Attack damage dealt by Frostmourne Hungers. Anti-Magic Shell Cooldown 60 seconds. Activate to make Arthas immune to Spell Damage for 4 seconds and heal Arthas for 25% of the damage prevented. Level 20 Legion of Northrend Reduce Army of the Dead's charge cooldown by 5 seconds. Each charge consumed spawns an additional Ghoul to attack nearby enemies. These Ghouls cannot be sacrificed. Absolute Zero Sindragosa flies twice as far. Enemy Heroes are Rooted for 2.5 seconds, and then Slowed by 60% for 4 seconds. Death Pact Instantly double your stacks of Frostmourne Hungers, but it no longer gains stacks from hitting Heroes or killing Minions. PASSIVE: Takedowns grant 2 stacks of Frostmourne Hungers. Path of Frost Activate to instantly mount with 10% additional Movement Speed. Taking damage does not dismount Arthas from this mount. Lasts up to 5 seconds. When Arthas dismounts, Slow all nearby enemies by 30% for 2 seconds and deal 66 damage. Chen

      Level 1 Accumulating Flames Moved from Level 4 to Level 1. REWORK: Quest: Gain stacks from hitting Heroes with DoT damage from Breath of Fire. Each stack provides 0.25 damage. At 20 damage, Keg Smash becomes ranged. Mythic Reward: At 75 damage, Breath of Fire lowers enemy armor by 20 and is refreshed from Chen's Basic Attacks. Level 4 Eye of the Tiger Moved from Level 1 to Level 4. Level 7 Elusive Brawler Movement Speed reduced from 30% to 20%. Level 10 Wandering Keg Cooldown increased from 50 seconds to 60 seconds. Hit 4 Heroes in the first two swipes to cause the last wipe to provide 2 additional damage. Upon reaching 40 stacks, Fel Claws now steals 4% health from opponents and stuns for an additional 0.5 Seconds. Level 4 Vampiric Aura Moved from Level 1 to Level 4. Self healing increased from 30% to 40% and healing of nearby Allies increased from 15% to 20%. Might of Sargeras Now provides 25 Armor for 3 seconds when using Necrotic Embrace.
