The portal that normally sits (if I'm remembering correctly) under the balloon near the lake by the island with all of the other portals, is not there... Just the Dragon Turtle vendor, Monk Trainer, and a Quartermaster...

You might have to do the pre-quests for it.

It starts by the entrance of Stormwind Castle (or whatever it is).

 

As the portal is opened as you progress in Jade Forest, you might not have the requirements for THAT portal even tho you have already completed horde side.

It is worth a try.
