Fire and Brimstone question

Regarding Fire and Brimstone and Destro's Mastery's effect on it, does FaB do XX.XX% of normal damage before mastery's effect or after? Is there a mastery percent that will cause FaB to do equal or more damage than normal, not that that would be dps effective, or will FaB only scale so high even with enough mastery?

You'll never reach a value that allows FnB to do more than normal damage.  Mastery does decrease the damage penalty, but you can't achieve enough Mastery to bypass the penalty all together.

Semi related question here: Do spells affected by FnB double dip from mastery or no? Just wondering since mastery increases all non BE using spells by X% and BE using ones by 3X%, and FnB turns one into the other.

What do you mean double-dip?  Mastery increases damage of spells, but it incurs the penalty by Fire and Brimstone when being applied.  This is why Mastery increases the damage of Fire and Brimstone, but at a lesser rate than the main spells.

 

If you wanted to test this, take your gear off and observe Incinerate damage.  Flip on Fire and Brimstone and observe Incinerate damage.  Calculate ratio, compare, verify that correct percentage is being used.

 

Follow this up by re-equipping your gear and repeating the test.  Easy.
