A Summary of All Patch 9.1 Build 38549 Class Changes

Here is a recap of all class changes that went live on the 9.1 PTR in Build 35849.

Demon Hunter

Legendary Powers

Brand new DH Legendary Powers have been added on the 9.1 PTR.

  • Agony Gaze Agony Gaze - Sinful Brand deals 10% increased damage and Eye Beam damage increases the duration of Sinful Brand by 0.5 sec.
  • Blazing Slaughter Blazing Slaughter - The Hunt engulfs you with Immolation Aura upon reaching your target and you gain 3% Agility for 12 sec for each enemy hit.
  • Blind Faith Blind Faith - Elysian Decree shatters 2 additional Lesser Soul Fragments and grants you Blind Faith for 20 sec. For each Lesser Soul Fragment you consume while Blind Faith is active you gain 1% Mastery and 10 Fury.
  • Demonic Oath Demonic Oath - When Fodder to the Flame's demon explodes it inflicts Fiery Brand to 5 nearby enemies for 5 sec. Additionally Shattered Soul's duration is increased by 8 sec.

PvP Talents

  • Blood Moon Blood Moon (New PvP Talent) added. Consume Magic now affects all enemies within 8 yards of the target. Spectral Sight allows you to slip into the shadows while standing still.

Soulbind Conduits

  • Unnatural Malice Unnatural Malice Increase the damage of the Hunt's strike against its primary target by 5,000%. Increase the damage over time effect of The Hunt by 3,000%.

Druid

Balance

  • Stellar Drift Stellar Drift (Level 45 Talent) - Starfall deals 25% 50% additional damage and allows you to cast while moving while it is active, but now has a 15 sec cooldown.
  • Solstice Solstice (Level 50 Talent) - During the first 6 sec of every Eclipse, Shooting Stars fall 200% 250% more often.
  • New Moon New Moon (Level 50 Talent) - Deals [ 75% 100% of Spell Power ] Astral damage to the target and empowers New Moon to become Half Moon.

Hunter

Baseline

  • Wailing Arrow Wailing Arrow (Sylvanas Arrow Effect) - Fire an enchanted arrow, dealing [ 92.5% 185% of Attack Power ] Shadow damage to your target and an additional [ 37.5% 75% of Attack Power ] Shadow damage to all enemies within 8 yds of your target. Lesser creatures Targets struck by a Wailing Arrow are stunned silenced for 5 sec. 30 60 sec cooldown

PvP Talents

  • Tranquilizing Darts Tranquilizing Darts (New PvP Talent) added. Interrupting or removing effects with Tranquilizing Shot and Muzzle releases 8 darts at nearby enemies, each reducing the duration of a beneficial Magic effect by 4 sec.

Monk

PvP Talents

  • Rodeo Rodeo (New PvP Talent added) - Every 7 sec while Clash is off cooldown, your next Clash can be reactivated immediately to wildly Clash an additional enemy. This effect can stack up to 3 times.

Paladin

Legendary Powers

  • Divine Resonance Divine Resonance Every 10 sec after casting Divine Toll you cast it again at 20% effectiveness. This effect lasts 30 sec. After casting Divine Toll you instantly cast Holy Shock every 5 sec. This effect lasts 30 sec.
  • Duty-Bound Gavel Duty-Bound Gavel Vanquisher's Hammer gains 1 charge. Word of Glory empowers Light of Dawn twice. Vanquisher's Hammer gains 1 charge. An additional cast of Word of Glory (Holy, Protection)/Templar's Verdict (Retribution) is empowered.
  • Radiant Embers Radiant Embers Ashen Hallow's duration is increased by 50%. If you leave its area, its cooldown is reduced by up to 50%, proportional to its remaining duration. Ashen Hallow's duration is increased by 50%. Leaving the hallowed area will end the effect and its cooldown will be reduced by up to 50%, proportional to its remaining duration.
  • Seasons of Plenty Seasons of Plenty Casting Blessing of Summer or Blessing of Winter grants Solstice to you and up to 4 allies, increasing Haste by 5% and increasing cooldown recovery by 10% for 10 sec. Blessings of the Seasons' effectiveness is increased by 100% after 0 sec. This effect lasts for 10 sec.

PvP Talents

  • Aura of Reckoning Aura of Reckoning
    • NormalWhen you or allies within your Aura are critically struck, gain Reckoning. Gain 1 additional stack if you are the victim. At 50 stacks of Reckoning, your next weapon swing deals 200% increased damage.
    • Crusade: When you or allies within your Aura are critically struck, gain Reckoning. Gain 1 additional stack if you are the victim.
  • Vengeance Aura Vengeance Aura Whenever you or nearby allies within 40 yards become victim to a full loss of control effect, your Holy damage and critical strike chance is increased by 3% for 8 sec. Stacks up to 4 times. When a full loss of control effect is applied to your or an ally within your Aura, gain 6% critical strike chance for 8 sec. Max 2 stacks.
  • Lawbringer Lawbringer - Judgment now applies Lawbringer to initial targets hit for 45 60 sec. Casting Judgment on an enemy causes all other enemies with your Lawbringer effect to suffer up to 5% 10% of their maximum health in Holy damage.
  • Light's Grace Light's Grace - Increases the healing done by your Holy Light by 15% 25%, and your Holy Light reduces all damage the target receives by 15% for 5 sec.
  • Judgments of the Pure Judgments of the Pure has been redesigned - Casting Judgment on an enemy cleanses 1 Poison, Disease, and Magic effect they have caused on allies within your Aura.
  • Ultimate Retribution Ultimate Retribution has been redesigned - Mark an enemy player for retribution after they kill an ally within your Retribution Aura. If the marked enemy is slain within 8 sec, cast Redemption on the fallen ally.

Priest

Discipline

  • Atonement Atonement's damage and healing transfer increased by 20% in PvP combat.

Holy

  • Flash Heal Flash Heal's effectiveness increased by 15% in PvP combat.

PvP Talents

  • Cardinal Mending Cardinal Mending Prayer of Mending now heals the target for 10% of their maximum health, ignoring any healing reduction effects. Prayer of Mending's healing is increased by 50% and its jump range is increased by 10 yds.
  • Greater Heal Greater Heal - An exceptional spell that heals an ally for 65% of their maximum health, ignoring any healing reduction effects. Cooldown reduced to 12 seconds (was 15).
  • Searing Light renamed to Blaze of Light Blaze of Light and changed: The damage of your Smite is increased by 15%. When you deal damage with Smite the cooldown of your Penance is reduced by 1 sec. The damage of your Smite and Penance is increased by 15%, and Penance increases or decreases your target's movement speed by 40%.
  • Greater Fade Greater Fade duration reduced to 3 seconds (was 4).
  • Miracle Worker Miracle Worker - Holy Word: Serenity now has 2 charges and a 25% 20% reduced cooldown.
  • Ultimate Radiance Ultimate Radiance - Your Power Word: Radiance is now instant cast and the healing is increased by 250% 150%.
  • Thoughtsteal Thoughtsteal's "Confused" spell that players are afflicted with after being Thoughtstolen is now a 20-sec cooldown to indicate the duration of the lockout.
  • Trinity Trinity no longer increases Atonements damage to healing transfer by 20% and the critical strike chance of Smite, Penance, and Shadowfiend has been increased to 30% (was 25%).
  • Divine Ascension Divine Ascension - You ascend into the air out of harm's way. While floating, your spell range is increased by 50%, but you are only able to cast Holy spells.
  • Inner Light and Darkness Inner Light and Darkness (New PvP Talent) added. Activate to swap from one effect to the other.
    • Inner Light: Healing spells cost 15% less mana.
    • Inner Darkness: Spell damage and Atonement healing increased by 10%.

Shaman

PvP Talents

  • Living Tide Living Tide - Healing Tide Totem's health cooldown is increased reduced by 150% [ 1.5.1 ] min and it heals for 50% 100% more each time it pulses.
  • Static Field Totem Static Field Totem - Summons a totem with 5% 10% of your health at the target location for 6 sec that forms a circuit of electricity that enemies cannot pass through.
  • Seasoned Winds Seasoned Winds (New PvP Talent) added. Interrupting a spell with Wind Shear decreases your damage taken from that spell school by 20% for 12 sec.
  • Elemental Attunement Elemental Attunement has been removed.
  • Spirit Link Spirit Link has been removed.

      We're back with the weekly Mythic+ updates, as this week sees Fire rocket even further away from the other specs and Fury rises the most among top players! Luckily Fire will be toned down come 9.1, but it's going to remain the extreme top dog for a while more.
      Note: The logs are based on POINTS, and not actual damage or healing, meaning they log the timed completion for the specs, with higher keys getting more points, obviously. The time in which the dungeon is completed is also a factor, but a much, much smaller one, as it grants very few points if you do it significantly faster than just any in-time completion. We're also using the Normalized Aggregate Scores numbers, for clarity, meaning the top spec is marked as 100 and then the rest are ranked in relation to that peak point.
      This past week was Tyrannical, Inspiring, Necrotic (and Prideful).
      All Keys
      Fire remains far above all the other specs this week in the 95th as even Balance and Outlaw, who were hanging in there the last two weeks, fall back down with the rest of them! The two specs also switch places in 2nd and 3rd, as Fury is the main mover in the top, jumping 2 spots to land just outside the top 5, as Affliction falls one to accommodate it. Frost Mage jumped the most spots overall, however, sneaking into the top 10 with a 4 spot leap, as Assassination drops a few to make room.

      All percentiles follows the top ones this week, with Balance taking 2nd and Fury rising, with Elemental actually topples Marksmanship, unlike in the 95th.

      High Keys
      The +15 crowd is as stable as ever, with only Elemental rising a significant amount, and Assassination falling off 3 spots but remaining in the top 10. Feral had a decent week, dragging itself up from dead last a whole 5 spots, leaving Demo and BM to languish at the bottom. Increasingly this bracket seems to be the actual most realistic benchmark for the specs, as more and more players play in this particular sandbox.

      Th twenties are actually quite stable this week and it seems the Subtletly game is up, as it spends another week down around the bottom. Shadow also dropped a little, with the biggest mover being Feral, who went down to the penultimate spot.

      Druid
      PvP Talents
      Grove Protection - Summon a grove to protect allies in the area for 8 10 sec, reducing damage taken by 40% from enemy players outside the grove. Cast time reduced from 1.5 sec to Instant. Guardian
      Ursine Adept - All damage taken in Bear Form reduced by 10%. Hunter
      Survival
      Kill Command - Give the command to kill, causing your pet to savagely deal [ 63% 72.5% of Attack Power ] Physical damage to the enemy. Paladin
      Covenant Abilities
      Divine Toll (This is just a tooltip update, nothing has changed and the spell works just like it did before. Thanks to @Urthearsofor clarifying).  Holy, Protection, Initial: Instantly cast Holy Shock, Avenger's Shield, or Judgment on up to 5 targets within 30 yds (based on your current specialization). Retribution: Instantly cast Holy Shock, Avenger's Shield, or Judgment on up to 5 targets within 30 yds (based on your current specialization). Divine Toll's Judgment deals 100% increased damage. Protection
      Aegis of Light (Rank 2) learned at Level 15. Additionally reduces damage taken by 10%. Aegis of Light - Stamina increased by 45%. Armor increased by 10%. All damage taken reduced by 10%. Priest
      Legendary Powers
      Pallid Command  Discipline: Casting Unholy Nova summons a Cackling Chemist that gains 2% additional damage and healing each time an enemy affected by Unholy Transfusion is damaged by an ally, up to 100%. The Cackling Chemist serves you for 20 sec, damaging an enemy for [ 40% of Spell Power ] Shadow damage and healing an ally for [ 40% of Spell Power ]. Discipline, Holy, Initial: Casting Unholy Nova summons a Brooding Cleric that gains 2% additional damage and healing each time an enemy affected by Unholy Transfusion is damaged by an ally, up to 100%. PvP Ability
      Void Volley - Upon entering Voidform, send a slow-moving bolt of Shadow energy at a random location every 0.5 sec for 3 sec, dealing [ 205% 118% of Spell Power ] Shadow damage to all targets within 8 yds and causing them to flee in Horror for 3 sec. Shaman
      Legendary Powers
      Seeds of Rampant Growth Normal: Each pulse of Fae Transfusion's damage effect reduces the cooldown of Feral Spirit by 7.0 sec and increases your critical strike chance by 3% for 15 sec.<!--Spec:End--> Restoration Shaman: Each pulse of Fae Transfusion's damage effect reduces the cooldown of Healing Tide Totem by 5.0 sec and increases your critical strike chance by Elemental Shaman: Each pulse of Fae Transfusion's damage effect reduces the cooldown of Fire Elemental by 6.0 sec and increases your critical strike chance by 3% for 15 sec.       Demonology
      Soul Strike - Command your Felguard to strike into the soul of its enemy, dealing [ 131.7% 75.7% of Spell Power ] Shadow damage.

      In this week's 9.1 build, Blizzard made the legendary Hunter bow from Sylvanas upgradable.
      Rae'shalare, Death's Whisper, the legendary Hunter bow dropped by Sylvanas Windrunner in Sanctum of Domination, can be upgraded with two items that drop on higher difficulties.
      Wraithwisp Sinew drops on Heroic difficulty and improves the bow to item level 246. Ethereal Fletching drops on Mythic difficulty and the item improves the bow to item level 259. Hunters will be able to obtain Rae'shalare, Death's Whisper, which grants them the Wailing Arrow ability, and a quiver (Dark Ranger's Quiver) with a unique effect that synergizes well with the bow (Withering Fire) in Chains of Domination.

      Wielders of the bow will also earn the following Feat of Strength achievement that was added this week in Build 39015 - Rae'shalare, Death's Whisper.

      With the return of PvP gear scaling, Blizzard is nerfing Gladiator's Emblem in Patch 9.1.
      Sinful Gladiator's Emblem (or rather its effect Gladiator's Emblem) has been nerfed on the 9.1 PTR this week. The item now provides roughly 3,1K less health than it currently does on live servers.
      Gladiator's Emblem - Increases maximum health by 10527 7368 for 20 seconds.

      Valinor, the Light of Eons
      Built by the Kyrians as a means of testing their hardened warriors, Valinor is a centurion of great power. Taken by the forsworn and infected with the seed of doubt, Valinor now sees all foes as challengers.

      Killing the boss rewards 250 Anima, so don't forget to pick the weekly Renown quest first! You can find the world boss at 26,23 in Bastion, as indicated on the map.
