That's the Spirit will be more difficult to complete in Patch 9.1.5, which is why you should complete it before the update hits live servers.
As Hyrcyne points out, That's the Spirit can only be completed by incubating green (uncommon) seeds. Blizzard is making all previous locations that award uncommon quality seeds award rare quality seeds in Patch 9.1.5, meaning it will be more difficult to obtain them, which results in That's the Spirit being harder to complete.
However, you can save all the hassle by completing the achievement on live servers before the update arrives on November 2.
The Timewalking Mage Tower won't be available until early December.
One of the main features of Patch 9.1.5, the Timewalking Mage Tower, will launch one month after Patch 9.1.5 goes live.
The 9.1.5 content update arrives November 2! When it launches, you'll be able to freely switch Covenants, as well as take advantage of all the new customization options and quality of life changes. The Legion Timewalking Event will run for two weeks the first time it arrives in early December. The community isn't particularly happy about this given the update mostly features quality-of-life improvements to the game, and we need to wait another month for actual content to arrive. Some players have been posting warnings about this on Reddit, warning others to not subscribe to the game when the patch releases, but at a later time if they plan to come back for Timewalking.

Quality of Life Improvements
Island Expeditions: Queue Solo or With a Party
Players who want to take on Island Expeditions are now able to queue for them solo or with a party to enter Normal, Heroic, or Mythic difficulties. There are a bounty of awards just waiting to be plundered.
Allied Race Unlocks
Allied races such as the Kul’Tiran humans, Mechagnomes, and Dark Iron Dwarves, which had a dungeon requirement to unlock them, will no longer need to complete the associated quest to gain access to these races. Players will be able to skip it instead.
Show off your complete transmog outfit to chat or online by easily sharing a link to it from the Dressing Room. Players will be able to mouse over these items to see how they can be collected, if they’ve already collected the appearance, or if it’s an appearance that is accessible to the character viewing it.
PvP Gear Power Adjustments
Lower item-level PvP gear will now scale to a higher item-level in PvP situations than before. This should reduce the power level gap so that new characters can feel that they're able to compete in Battlegrounds and Arenas more readily. This change will not affect high item-level PvP gear.

UPDATE: The release date for patch 9.1.5 has been announced and it's November 2nd in the US and 3rd in the EU! Read up on everything that's coming here and the patch notes here.
Patch 9.1.5 has been available for playtesting on the PTR for some time now, and with no release date set, we're speculating when the patch and 9.2 could hit live servers.
The last few 9.1.5 builds only contain minor updates to the game, which means we can now start speculating about the patch's release date.
As Tyrsenus points out, Shadowlands is 65 days behind schedule, and public testing averages anywhere between 60-80 days. Based on that information, we're likely to see Patch 9.1.5 hit live servers in early-to-mid November. It's also worth noting Blizzard put a placeholder date for Legion Timewalking to the in-game calendar on the PTR that reads November 2.
Patch 9.2 could hit PTR between January and mid-February, according to the player, with a release date slated between March and May 2021. Note that the article is based on the current cadence, and we might eventually see the updates go live earlier or even later, so take everything with a grain of salt.
The likelihood of Patch 9.1.5 hitting live servers in early-to-mid November are high, and the predictions could be accurate. Everything related to Patch 9.2 are just wild guesses. Source: Reddit
