Flex Evil Eye of Gal or Normal Skeer's Bloodsoaked?

I have a BiS question and I'm getting conflicting reports and am hoping for some advice from those here.

 

I have my Warforged Thok's Tailtip for one slot.  And then I have a flex Evil Eye of Galakras or a Normal Skeer's Bloodsoaked Talisman.  Which is better as the second trinket?  

 

I thought maybe the Evil Eye for the rotation cooldown for the increased storm-bolt; however, I'm not sure because the extra crit from the other trinket is nice.

 

Thoughts?

For Fury, Thok/Galakras all the way. Especially with Flex+ Galakras since you can get almost matching CDs on CS and SB.

 

For Arms, Thok/Skeers I believe.
