Blizzard has lifted faction and transfer restrictions in Burning Crusade Classic, allowing players to freely transfer characters from PvE to PvP realms and create characters of both factions on the same account.
When can we expect the PVE to PVP transfer option to be live?
The transfer restriction, as well as the restriction on both factions on PvP realms, as well as the single-realm character limit were all lifted earlier this evening.
Blizzard will be addressing concerns of boosting via dungeons in Burning Crusade and WotLK Classic, by reducing the XP gains when player level disparities are large, as well as making it more difficult to kite mobs.

One of the most common pieces of feedback we’ve received (and observed ourselves in our own adventures) is the concern about pervasive sales of dungeon boosting services in-game. It often overpowers chat with advertisements and makes certain channels hard to use for their intended purpose.
It’s also no secret that the gold from many boosting groups is used for illicit activities such as Real-Money Trading (RMT), as much of the gold that players pay to boosters is then sold for real money back to other players.
Now that we’ve seen the final major content release of Burning Crusade Classic, we will soon adjust the behavior of creatures in most dungeons (including the new dungeons coming in Wrath of the Lich King Classic) to make it significantly more difficult to endlessly snare and kite enemies. Additionally, we will implement a reduction to group XP earned when there is large disparity between player levels in the same group.
We’ve experimented with similar changes to most dungeons on our Season of Mastery servers, and we’ve found these changes to be very effective at reducing the efficiency of boosting groups. We plan to roll out these adjustments to Burning Crusade Classic realms at the same time as the Joyous Journeys XP buff, which should happen sometime in the next few weeks. Stay tuned for more information about that and when you can expect to see these changes hit live servers.
This is also a good opportunity to remind everyone that spamming chat channels with advertisements for boosting services outside of dedicated Trade channels is against the Terms of Service, and you should take every opportunity to report players that you see advertising for boosting services in channels such as General and Looking For Group.

WoW Classic Game Producer Aggrend posted an update on the availability of transfers for fresh Wrath Classic servers, clarifying that the 90-day period mentioned by Community Manager Kaivax would be an absolute minimum amount of time they'd wait to open transfers, as they intend to listen to community feedback.
Blizzard announced fresh servers for Wrath Classic on Monday. The blog post included information about transfers opening after the fresh servers have been live for 90 days. Today, Aggrend reiterated that 90 days is the bare minimum amount of time they'd wait to open transfers and it doesn't necessarily mean that they will be enabled exactly 90 days after fresh servers are up.
Myself and other members of the team have been reading through a lot of the responses about Fresh Start servers since it was announced, and the common feedback we’ve seen is concern over the idea of transfers opening after the servers have been live for 90 days. I felt it was important to chime in and highlight that Kaviax’s post specifically mentions they won’t be available for at least 90 days. As in, at minimum.
The concept of opening fresh start realms in this way for Classic is somewhat new territory for us, so in this situation we believe its very important to carefully monitor the population on these new realms, observe player behavior, and listen to feedback on this topic. There is nothing saying that transfers must flip on exactly on day 91, day 191, or even day 991 and we don’t intend to commit to an arbitrary timeframe for transfers to become enabled super far ahead of time. We plan to be very thoughtful and deliberate when it comes to how and when we lift the restrictions around transfers on these realms.
So to reiterate, 90 days is the absolute minimum amount of time we’d wait to open transfers, and we intend to listen to the feedback we get on this very carefully. If the realms are healthy and we don’t feel the need to open transfers on these realms, we won’t rush to do so. The team really wants to take care with anything we do here because of how excited many players are about the idea of being able to start fresh and have that type of “equal playing field” experience in Wrath of the Lich King Classic. We are excited about it too, and we really want to take our time and ensure that the experience is as awesome as it can be.

Blizzard have announced fresh start servers will be coming with the WotLK pre-patch, so players will be able to level from 1 to 70 in preparation for the new expansion on new realms.
WotLK Pre-Patch Fresh Start (Source)
With the launch of the Wrath of the Lich King Classic pre-patch, we intend to open “Fresh Start” realms for players who wish to experience starting a new character and playing alongside a new community of others.
In addition to fulfilling a request we’ve heard from players for a long time, we expect there to be a lot of new Classic players joining us for the first time in Wrath of the Lich King, and some of them may be concerned that they’ll feel behind. Fresh Start realms should give those players a chance to feel as though they’re on an even playing field with everyone else.
These realms will be Wrath of the Lich King Classic realms from day one, so when they launch, they’ll have all of the talent trees and player abilities coming with Wrath of the Lich King Classic, but all players will start new characters at level 1. Fresh Start realms will also come with a few stipulations:
For at least 90 days, you will not be allowed to boost a character on Fresh Start realms. For at least 90 days, Fresh Start realms will not be available destinations for character transfers. Death Knights cannot be created on these realms without a level 55 character on that same realm. All of the WoW Classic and Burning Crusade dungeons and zones will be unlocked and available on these realms. On all realms, Northrend will be locked until Wrath’s official launch day.
As a reminder, this is one of several steps we’re taking over the next few months to prepare for Wrath Classic:

For players looking for a chance at faction balance, we’re hopeful that by starting fresh, they’ll have a chance to stay balanced for a long time. For players looking for a chance to level up in dungeons, we hope the presence of other leveling players makes that more likely.

Blizzard have announced plans to consolidate many BCC realms, by retiring 21 of them and moving their populations over to others on August 10th. All of the realms listed below have currently active free character transfers with several options for destinations, but if players do not move their characters by August 10th, they will be automatically moved and may be unvailable for up to two weeks after that. Limitations for transfers from Normal to PvP servers will also be lifted soon, and more free transfers will become availalbe as well.
To maintain healthy populations for Burning Crusade Classic realms, we’ve regularly reviewed realm populations and offered Free Character Transfers from realms that dropped to a low population. Additionally, we’ve made the decision to retire some Burning Crusade Classic realms and consolidate their remaining players onto other realms that have higher populations. We plan to perform this realm consolidation and retire the following realms with weekly maintenance the week of August 10:

What this means is that all of the Burning Crusade Classic realms listed above will be retired and will no longer be accessible after August 10. All player-characters remaining on these realms will be automatically moved to a new destination realm. We will post a full list of retiring realms and their destinations soon.
All of the realms in the list above currently have Free Character Transfers available to multiple active destination realms. We strongly encourage you to take advantage of the Free Transfers prior to August 10 to choose your destination. Utilizing this service will move your characters quickly and will allow you to avoid being subject to the automatic migration on August 10.

In the coming weeks, we plan to remove the restriction on transfers from Normal to PvP realms in Burning Crusade Classic. At that time, we will open additional Free Character Transfers from underpopulated Normal realms wherever appropriate, and we will remove the rule on PvP realms that prevents players from having characters in both factions on the same PvP realm in Burning Crusade Classic. We’ll confirm all of the details as soon as we’re ready to take those steps.
